This number, he said, constitutes two-thirds of the total immigra- tion into the country during the same period. Raphael insisted that ways must be found to check the trend. Minister of Interior Israel Ro- kach stated that the picture was not as black as painted by Ra- phael. He disclosed that there was a. proposal to grant pass- ports only to those who had lived at least two years in Is- rael.
