BONN—The West German Cabinet has adopt-
ed a 1953-1954 budget which provides the equiva-
lent of $73,800,000 for the delivery of reparations
goods to Israel and $15,700,000 for the payment of
compensation, indemni f i c a t i on and restitution
claims to victims of the Nazis, it was understood
here Tuesday. No details of the budget, which must
still be approved by parliament, have been released
officially. The proposed payments for reparations,
indemnification, res t i t u t i o n and compensation
amount -to 1.4 per cent of the overall budget.
The reparations figures - would imply that deliv-
eries to Israel will be made at the maximum rates
envisaged in the Luxemburg agreement which calls
for annual payment of 310,000,000 marks until
1962 but which would have permitted Germany to
reduce her payments unilaterally to 250,000,000
marks a year.

Dr. Nahum Goldmann's recent visit to Bonn was prin-
cipally concerned with obtaining assurances from Chan-
cellor Konrad AdenaUer and Minister for Economic Affairs

elusion of the higher figure in the budget seems to indi-
cate that an agreement for continued payment of this rate
may be reached early next year.
This is the first time that separate provision has been
made in the federal budget for indemnification, compensa-
tion and restitution. The reason for this is that until re-
cently disbursements by the German treasury for these pur-
poses were almost nil. What was accomplished in the field
of restitution is almost entirely due to the return of real
estate and business to Jews by individuals. Compensation
and indemnification hitherto rested almost exclusively on
the shoulders of tie German states.

A counterpart fund in Israel currency has been
set up to receive the funds paid by local purchasers
for materials and supplies bought with the aid dollars.
Israel has put into this special counterpart fund over
31,000,000 pounds derived as a result of former aid
grant arrangements.
JNF Announces 20,000,000 Pound Budget
The Jewish National Fund budget for the coming
fiscal year is 20,000,000 pounds, Dr. Abraham Granott,
director of the organization, reported.
He said the JNF had allocated nearly 3,000,000
pounds for such development projects as the Huleh
drainage program and the planting of 5,000,000 trees
during the year. Another 4,500,000 pounds had been
set aside for land purchases, including payment for
lands from non-Jewish Israeli citizens.
Cabinet to Get B-G's Resignation Sunday
Premier David Ben-Gurion will officially submit
his resignation to the Israel Cabinet next Sunday
following the completion of the present negotiations
between his party--the Mapai Party—and leaders of
other parties for the composition of the coalition gov-
ernment.
Mapai leaders met with leaders of the General
Zionists and will meet with leaders of the left-wing
Mapam Party. It is expected that before the week is
over the negotiations among all groups will lead to
an agreement on the composition of the Cabinet and
permit Mr. Ben-Gurion to resign formally next Sunday
and present his resignation to the President on Mon-
day. •
