New $75,000,000 Loan to Israel
Asked of U.S. Jewry at Parley
of World Leaders in Jerusalem

JERUSALEM, (JTA)—A plan

for flotation of a $75,000,000 five-

year loan in the United States
consolidate Israel's short -
term obligations was submitted
here to the conference of world
Jewish leaders, assembled at
Premier David Ben-Gurion'3 in-
•vitation to review the economic
progress of the Jewish State,
and was accepted by acclaim.
The plan was presented by
Morris W. Berinstein, of Syra-
tu8e, N. Y., national campaign
chairman of the United Jewish
Appeal, who pointed out that
present financing of this indebt-
edness involves Israel and the
American Jewish community in
an expenditure of $10,000,000 a
year.

Mr. Montor underlined the

Joseph J. Schwartz executive
vice-chairman of the UJA, and
Henry -Montor, executive vice-
chairman of the Bond Organ-
izotion.

Dr. Schwartz declared that
the deliberations of the current
economic conference here against
the background of recent politi

which new actions spring up."

S c h w a r tz's declaration of
unity of the two campaigns.
Terming reports of disunity in
the American Jewish com-
munity "not only an exagger-
ation but a distortion," the
UJA leader insisted that "we
have achieved a degree of
unity in the United States
I which is remarkable."

Dr. Schwarti warned against
proposals to change the organ-
izational structure of the UJA
and bond drive, asserting that
not more, but less, money would
be raised by setting up one
overall Israel drive or by any
other type of organizational
"gimmick." He also scored pro-
pbsals to divorce Israel cam-
paigns from drives for local and
national needs in the various
local welfare campaigns, point-
ing out that all American Jews
were interested in both local
and Israel needs, He argued
against attempts to "legislate"
for the local communities, stat-
ing that coordination or any
other policy is set up not in the
offices of the national cam-
paigns in New. York but on the
local level.
The UJA leader declared
flatly that the sums proposed by
the Israel Finance Minister are
going to be difficult to raise and
pointed out that" proposals from
Israel to set up a long-time
fund - raising program in the
United States will conflict with
the efforts of the UJA and bond
drive to raise larger sums in

warning to the Jewish people
of the "inherent gravity of Is-
rael's political situation," Dr.
Nahum Goldmann, chairman
of the Jewish Agency, said at
a dinner in honor of delegates
to the Jerusalem economic
-conference.

TEL AVIV, (JTA) — The sec-

ond annual convention of repre-
sentatives of Mapai settlements
concluded following the accept-
ance of a compromise solution
of the problem of hired labor in
the collective settlements.
The delegates decided that
within two years all settlements
must end the practice of hiring
agricultural workers who are
not members of the kibbutzim.
It .was further decided that land
which the kibbutzim could not
farm because of a shortage of
labor—which has been covered
in recent years by hiring non-
members—would be leased to a
special holding company which
would farm it with hired labor.
