Two Detroit Jewish Councils
Joined Protests to Dulles

A joint statement issued this
week by the Zionist and Jewish
Community Councils declared
that their representatives are
disturbed by the shedding of
blood, but declared that the
most recent incident must not
be divorced in an expression of
concern from the many border
incidents since 1950 which has
resulted in the murder of 421
Jews by Arab marauders.
The withdrawal of funds from
Israel by the State Department
was condemned as "shortsighted-
ness and misunderstanding of
the problems of that region."
Protests against Secretary
Dulles' ruling withdrawing aid
from Israel were made by the
entire American Jewish com-
munity — with the exception
only of the anti-Israel and
anti--.Zionist Council for Juda-
ism.
Among those who acted in
protest against the decision of
Mr. Dulles, in which President
Eisenhower originally concurred,
were the American Jewish Corn-
ni'ittee, Council of Jewish Wo-
men, American Jewish Congress,
Bnai Brith, Hadassah and the
Zionist Organization of America,
whose action was taken at an
emergency meeting of the ad-
ministrative council on Sunday.
In Israel, new Arab assaults,
inctuding the mining of an Is-
rael railroad line between Lyd-
da and Haifa, along the rim of
the old "bloody triangle," cre-
ated new tension. Israel called
for an emergency meeting of the
Jordan-Israel Mixed Armistice
Commission to consider Israel's
complaint that Jordan was mas-
sing heavy forces" of the Arab
Legion in the Jerusalem area
in violation of the armistice
agreement.
President Eisenhower made
known at a press conference
last week that he was consult-
ed by Secretary of State
Dulles on the Arab-Israel situ-
tstion and participated with
approval in the decision to cut

for Israel. Asked if the suspen-
sion of aid had been discussed
by him with Secretary Dulles,
the President answered af-
firmatively, in a firm and em-
phatic tone.
Meanwhile, the International
Bank for Reconstruction and
Development announced that to
create "a better understanding
of the Bank in the Middle East
area," Dorsey Stephens has been
sent as the Bank's representa-
tive for the region to open of-
fices in Beirut after Oct. 27. The
countries in which Mr. Stephens
will carry out his duties include
Egypt. Iraq, Jordan, Lebanon,
and Syria. An 'application has
been made by Israel for mem-
bership in the Bank but no ac-
tion has been taken as yet.

Hussein congratulated President
Eisenhower in a message which
said: "The decision of the Eiwn-
tower Administration to stop aid
to Israel as a result of Israel's
disregard of United Nations'
rulings will do much to strength-
en the faith of the Arab world
in the :United States."
The State Department receiv-
ed a report from Amman that a
mob tried to storm the United
States Information Office but
was repelled by troops of the
Arab Legion- Glass windows
were destroyed and a U.S. Em-
bassy automobile wrecked. The
mob also cried for "revenge in
blood" against Israel.
