UNITED NATIONS, N. Y.—The Arabs won the first skirmish

Tuesday in the Se-
curity Council's consideration of the Palestine situation when most members announced
acceptance of the Greek compromise formula on the agenda which was acceptable to
the Arabs. A compromise came after a night and morning of fruitless negotiations on
an agreed formula bridgino. the gap between the Big Three proposal and Lebanese amend-
ments Monday. During the entire course of negotiations which delayed the opening of
the Council session Tuesday by an hour, Israel was not consulted.
The Greek proposal calls for a report Maj. Gen. Vagn Bennike, UN Truce su-
pervisor, and compliance with and enforcement of the general armistice agreements,
with special reference to the recent violence and in particular to the incident at Kibya.
This partial victory for the Arabs, who have been seeking to restrict the Coun-
cil's consideration of the Palestine question to the Kibya episode, thus bars overall re-
view of the situation.
Britain and the United States announced acceptance of the Greek formula
when the session finally opened Tuesday morning. Charles Malik of Lebanon declared
the formula acceptable with few slight modifications, and withdrew his amendments of
Monday. There was a tart clash between the French delegate and the Lebanese when,
Malik insisted upon speaking immediately after Britain, the United States, and the
Frenchman abstained from speaking, saying they would not take orders from Malik
when to speak. Adoption of a compromise agenda was assured when Russia's Andrei
Vishinsky announced acceptance of the Greek proposal.
U. S. Delegate Henry Cabot Lodge said the U. S. is 'concerned and disturbed" by
recent violence, adding that if Bennike confirms such incidents took place, the Security
Council will have to take action. He said the United States expects Bennike to recom-
mend the kind of action to be taken, adding : "Nations should not take the law into their
own hands."
-Malik insisted the matter should be-considered a conflict between Israel and the
entire Arab world. He said "Israel shot its, way to its establishment and is presently try-
ing to shoot its way to survival." He warned the Big Powers against "encouraging" Israel
in such type of activity. The Security Council then adjourned, giving the president of
the Council instructions to call the next meeting after the arrival of Gen. Bennike from
Israel.

JERUSALEM—Prime Minister David Ben-Gurion, in an unscheduled broadcast
Monday night, unequivocally denied that units of the Israel army had carried out a re-
prisal raid On the Arab village of Kibya in Jordan territory and placed blame for the sit-
uation, in which residents of the frontier areas had been provoked to action, squarely
upon the governments of the Arab states.
"It is over four years that the armed forces of Jordan and other Arab countries
have been breaking into Jewish settlements in the border areas and in the vicinity of
Jerusalem to murder and pillage," the Premier declared.
"Hundreds of Israeli citizens, men, women, the aged and children, have been mur-
dered and wounded. All our appeals to the Mixed Armistice Commissions, all our attempts
to bring the Arab governments to honor the armistice agreements,, have been in vain.
"Jordan, as well as other Arab governments, encouraged the band directly and
indirectly with a clear political aim to undermine Israel and make the life of its citizens
unbearable.
"To this end they have exploited the Arab refugees, denied them homes in their
countries and refused to help them settle, as the Israel government helped the Jewish
refugees from the Arab countries to find homes and a settled life anew, and as it also
assisted displaced Arabs in Israel to achieve permanent settlement.
"The Arab governments force Arab refugees to subsist on the charity of the
United Nations and keep them deliberately in the vicinity of Israel's frontiers for -these
pernicious purposes, and now what had always been feared has come about.
