Water Pipeline Project to Bedouins Wins Israel New Friends
One of the occasions which
characterizes the new Israel,
took place recently with the op-
ening of a new four-inch water
pipeline, running to Umm Betin,
headquarters of the Abu Ghaig
Bedouins, about eight miles from
Beersheba near the main road
to Hebron in Trans-Jordan.
Bedouins in the past had al-
ways relied on winter rains to
fill thier cisterns, and would
then struggle through the sum-
mer months on short rations.
But last winter these proved in-
sufficient, and in the mohths
that followed many animals died
of thirst.

man blocked funds until the
next budget year.
The Israel Purchasing Mission
recently obtained German ap-
proval for the acqquisition, un-
der the terms of the reparations
agreement, of 1,000 tons of Ma-
layan rubber, 50,000 tons of
Turkish wheat, $400,000 worth of
South American cattle hides and
20,000 - cubic meters of Austrian
lumber, all of which will be paid
for with German export sur-
pluSes "frozen" in those coun-
tries. Such "triangular" tran-
sactions must be approved by
the German-Israel Mixed Com-
mission, however, and it is un-
derstood that no further approv-
als are likely in the current bud-
get year, which ends March 31,
1954. It is the intent of the
reparations agreement that :the
bulk of Israel orders be placed
with German industry. _

Israel's Army lent a helping
hand and transported water in
tankers, but this was hardly a
long-term solution. Blueprints
were then drawn up by experts
for a network of pipelines to
service the Bedouins, branching
off from the main irrigation
pipelines now being built with
the aid of allocations from State
of Israel Bond investments.
Weeks of preparation went
into the Bedouins' organization
of a gala day in the desert, to
mark the beginning of the end
of their nomadic life. A wide,
flat plain was chosen for the
gathering of the Bedouin tribes,
and guest tents were pitched.
Throughout the morning of a
cloudy but dry day jeeps, trucks
and station wagons mingled
with horses, camels and donkeys.
Khaki shorts and European
clothing were interspersed with
the flowing robes of the tribes-
men.
Representatives of the Mixed
Armistice Commission, who hap-
pened to be in the area studying
a• topographical problem, were
pleasantly surprised when they
dropped in and were invited to
join the fete, with both Jews and
Arabs participating,
Basically, the transformation
of the Bedouins - is due to the
shiny steel pipes carrying water;
the life-blood of the Negev. Di-
rectly financing the manufac-
ture and laying of the pipes are
the Israel Bond purchases of -
hundreds of thousands of Amer
ican investors.
