BONN, (JTA) — Minister of Justice Dr. Thomas Dehier ex- pressed—in the German press his regret that the last West German Parliament failed to pass a group-libel bill which would have made it possible to prosecute the authors and dis- tributors of anti-Semitic litera- ture. Such a bill was introduced by the Federal Government three years ago in the form of an amendment to the article of the German Penal Code which now covers "incitement to class ha- tred." It was pigeonholed by the Legal Committee of the Bunde- stag and was never reported out. The adoption of this bill is described as "urgent"' by Minis- ter Dehier. The "Peace With Is - rael" movement and the Socie- ties for Christian-Jewish Coop- eration plan to press for its en- actment soon after the newly- elected Parliament convenes later this year.
