BONN, (JTA) — A German
court at Brunswick imposed a
six-month sentence on Willi
Reupke, deposed election chair-
man. of the German Party in
Bad
ad Gandersheim district of
Lower _Saxony, for putting up
anti-Semitic posters attacking
Erich 011enhauer, head of the
Sodial Democratic Party.
The court told Reupke. a for-
mer-Nazi police chief in the dis-
trict, that the • sentence was
meant to make the point that
anti-Semitism may not be ex-
ploited during the election cam-
paign. Court action was brought
by the Social Democratic leader.
Herr 011enhauer told the quirt
that: he was not a Jew by • race ,
or religion. He pointed out. that
during- the Nazi regime his sis-7
ter • had succeeded in proving to
the satisfaction .of the Nazis
that she. was not Jewish.. . He
a 1. s- o introduced . affidavit
from . his father to the effect
that he was not a Jew. .

U. S. Expert Says Israel Can
Gain Independence in 10 Years

rJTA)—Scientific surveys seek-
ing additional underground
sources of water have contrib-
uted materially to the up-build-
ing of Israel, Dr. Albert G. Black,
head of the United Nations Food
and Agricultural Organization
mission to Israel, declared here
prior to emplaning for Israel at
the conclusion of a period of
home leave.
Dr. Black emphasized that if
sufficient capital were available
to exploit all the possible water
sites already located, the Jew-
ish State might- be able to
achieve economic self-suffi-
ciency .in about 10 years. He re-
ported that United States tech-
nicians who are aiding the Is-
rael government believe that the
area from Beersheba northwest
to Gaza can be tapped at vir,
tually: any point for additional
Water supplies.

Orthodox elements represented
by the Agudist parties vowed
this week to fight to prevent
enforcement of the Women's
National Service Act, adopted by
the Knesset in a "package deal"
which gave the Rabbinate com-
plete control over marriage and
divorce in the Jewish State.
The national service measure
'provides for assignment to pub-
lic, non-military service of girls
exempted from conscription for
military service because of their
religious .beliefs. It passed Par-
liament by a vote of 57 to 15,
with five abstentions.
The two religious . g.r o u p s
represented in the government
coalition, the Mizrachi Labor
and the Mizrachi Parties voted
for, the bill. The Agudah Labor,
Agudath, the Communists, the
right-wing Herut and the Sneh
faction of the Mapam Party
voted. against the measure. The
main section of the Mapam
Party did not vote.
. The marriage and divorce
act vests control of marriage
and divorce in the Rabbinate
and requires the civil courts
to enforce rabbinical rulings.
The measure passed the Par-
liament by an overwhelming,
vote but only after its op-
ponents had put up a stubborn
fight- and had introduced 30
amendments in a vain effort
to force a delay.
At one time in the debate it
became necessary for Acting
Premier Moshe Sharett to warn
the Progressives, who opposed
the measure, that their opposi-
tion might cause a collapse of
the present coalition. Justice
Minister Pinchas Rosen, head of
the party, abstained from voting
but the other Progressive deputy
cast his vote against the bill.
'Package Deal' by Cabinet
• The "package deal" w h i - c h
linked the women's service
measure and the marriage law
had been worked out at an ex-
traordinary session of the Cabi-
net- in which it met with con-
siderable opposition. The cab-
inet was forced to take a hand
when a previous meeting of
representatives . of the 'coalition
failed to reach a satisfactory
-
compromise. ". •
In the discussion, demands by
the ministers representing the
religious forces for strict rab-
binical regulation of marriage
and divorce were heatedly op-
posed by Justice Minister Rosen
and several Mapam ministers
who objected to having the civil
courts enforce rabbinical deci-
sions.
The two bills were rushed to

Parliament for final action
ahead of schedule in an attempt
to forestall further protest
demonstrations by religious
forces such as have taken place
here and abroad ever since the
national service bill was first in-
troduced.
In winding up debate on the
women's service measure,
Sharett expressed regret that
"certain. circles" fighting the
bill had taken their battle
overseas to other Jewish corn-
riannities and had turned the
fight into a "smear' campaign
against Israel.
Then; in an attack on the re-
ligious elements who claimed
that conscription of religious

a "Public Committee to Corn-
bat National Service," and has
urged all religious young
women to refuse to apear for
national service when sum-
moned.
The committee plans to
make a legal test in every case
and is considering the pos-
sibility of trying to obtain a
Supreme C o u r t injunction
against implementation of the
national service bill as being
contrary to Israel's basic laws
guaranteeing freedom of con-
science.

Shapira, leader of the Mizrachi
