WJC-Zionist Merger Rumors Denied at Geneva Conference
GENEVA, (JTA)—Rumors that
the World Jewish Congress and
the World Zionist Organization
may amalgamate were denied
here by Dr. Nahum Goldmann
and Dr. Israel Goldstein, leaders
of the WJC and members of the
WZO executive.
Such a merger is not possible,
Dr. Goldmann declared, because
the Zionist Organization repre:
sentation is based on parties
while the WJC representation is
based on communities. Dr. Gold-
mann • repudiated charges that
his suggestion to strengthen the

movement to urge Jews to go to
Israel in order to assist in its
development.
"But I have never indicated
that all Jews outside Israel
should regard themselves as Is-
raelis or potential Israelis," he
emphasized. "This is a complete
contradiction of my basic con-
ception of Jewish life, as my en-
tire record will confirm.
"I have emphatically stated,
and repeated in my opening ad -
dress here, that it is certain that
during the foreseeable future, a
very large part of the Jewish
people, if not the majority, will
remain outside Israel," Dr. Gold-
mann declared.
He said that the Jewish com-
munities outside of Israel had
.their own important and essen-
tial problems. "It is a funda-
mental error to regard Israel as
the only center of Jewish life
and to consider the Jews in the
Diaspora as no more than a
source of permanent, material
support for Israel," he declared.

between Sidney Silverman,
British member of Parliament
and Dr. Goldmann. Mr. Silver-

was due to the failure of the
executive to - invite the dele-
gates. Dr. Goldmann therefore
gave a detailed account of nu-
merous efforts to make contact
with affiliated organizations
of the WJC in Poland, Czech-
oslova,kia, Bulgaria, Hungary
and Rumania.
"The Jewish groups in Czech-
oslovakia and Bulgaria formally

Goldmann stated. "They wrote us

AJC Takes Issue With Goldmann
NEW YORK, (JTA)—Issue was
taken by Jacob Blaustein, presi-
dent of the American Jewish
Committee, with a statement
made by Dr. Nahum Goldmann
at the Plenary assembly of the
World Jewish "Congress in Ge-
neva in which he reportedly said
that "there is no other state in
the world where nearly 90 per
cent of the people live outside of
it."
Mr. Blaustein said that this
view "is refuted by virtually all
Jews in the free world, includ-
ing tir United States." He quo-
ted a statement of views adopt-
ed by the American Jewish Corn-
mittee in January 1949 which
declared that "citizens of the
United States are Americans and
citizens of Israel are Israelis;
this we affirm with all its im-
plications."

American Jews are aware that
history in the past 2,000 years
has revealed the insecurity of
Jewish residence, Rabbi Berman
continued, but they hold the
view that history need not r-
peat itself. Failure of that bel-
lief, he said, would mean "dis-
aster not only for the Jews in
the lands outside Israel, but for
Israel itself whose future de-
pends on the existence of free-
dom and peace in the world."

American Jews are no "tem-

and American non-Jews do not
regard them as such, Rabbi
Morton Berman, of Chicago,
told the assembly. He said that
speaking for American Jews
and Jews in other free, demo-

view that a "kind of historical
necessity" compels Jews to
think of their country as a
