State Regents Offer Plan
To End Bias in Medical Schools

NEW YORK, (JTA)—An eight-
point program toward eliminat-
ing discrimination in admis-
sions to the nine medical schools
in the state was recommended
in a report published by the New
York State Board of Regents.
Citing apparent evidence of
discrimination on the basis of
religion, national origin and
"personality." the report calls
for "formal and public" state-
ments by the schools of criteria
for admission; establishment of
a single central bureau for the
screening of all applicants and
improved handling of applica-
tions, as well as further research

and in 1952.: It found that al-
though more Jewish students.
who submitted 50.4 per cent of
the applications in 1952, were
admitted than either Protestant

of the Protestant and Catholic
than of the Jewish applicants
were accepted. Twenty per cent
of the Jews who appLied were
successful, while the proportion
of the other groups was higher.
Further, the study found.

certain to be admitted than
are top-ranking Jewish stu-
dents; at the other end of the
scholastic scale, low - rating
Jewish students are virtually
excluded, while occasional low-
rating Protestant and Catholic
applicants are admitted."
The report recommends that
the State Department of Edu-
cation co n t i n u e exploratory
studies in this field and that
the Regents, in co-operation
with other agencies, "initiate
basic studies on the nature of
personality characteristics and
their relation to the professions "
It recommends that each
medical school "formally and
publicly declare its position re-
specting discrimination as de-
fined in the Education Practices
Act (passed in 1948, forbidding
discrimination in admissions to
educational institutions on the
basis of race, religion, color or
national origin), and formulate
as explicitly, precisely and corn-
prehensively as possible" its
criteria for admission.

JERUSALEM, (JTA)—The Is-
rael Parliament passed the first
reading of a bill granting the
H e b r e w University-Hadassah
Medical School the right to dis-
sect unclaimed bodies.
Opposition to the measure
came from Poale Agudah and
Agudah deputies, while the
Poale Mizrachi deputies approv-
ed the legislation with some res-
ervations.
Minister of Health Joseph
Serlin, who introduced the bill,
told the House that the 60 stu-
dents now attending the medi-
cal school had received the best
possible training except that
they lacked sufficient training
in anatomy. Such a lack may
impair • their ability as doctors,
he warned.
