Israel Faces Drastic MSA
Cuts as Foreign Aid Slashed

Continued from Page 1
Further efforts will be made
to cut the foreign aid program,
but Administration leaders in
the House are confident that
tl-gey can fight off new raids.
However, it is unlikely that any
real effort can be made to re-
store the cuts made in the Ap-
propriations Committee.
While it was not known exact-
ly how the economic aid pro-
gram for Israel will be affected,
it was noted that the Middle
East and Israel appropriation
was cut $20,000,000 to a total of
$120,000,000.
Funds for Point Four projects
were hacked drastically because
substantial funds from previous
appropriations were never used.
In this category the Near East,
including Israel, was cut from a
requested $42,000,000 to $24,000,-
000. The $50,000,000 in military
funds for the Arab states and
Israel was left untouched.
The Arab states will receive
considerably more military aid
from the United States than Is-
rael, it was revealed when the
House Appropriations Commit-
tee published previously secret
testimony on Mutual Security
Aid.
The testimony discloses • that
Assistant Secretary of State
Henry Byroade told the Com-
mittee that the State Depart-
ment planned heavier arms
Shipments to the Arab states
than to the Jewish state. "I
think when you compare one-
third of the world here with an
area of the size of Israel, it
should not be secret that our
plans are to do more ix( all the
rest of the area than in that
one country," Mr. Byroade said.
House Democratic whip John
W. McCormack challenged Pres-
ident Eisenhower to lead a fight
against the propewed reductions
in the Mutual Security bill, in-
cluding a slash in the amount
for Israel. Sen. McCormack of-
fered the President the help of
Democrats in restoring at least
$700,000,000 of the $1,100,000,000
reduction.
Leader of Terrorist Youths in
Israel Escapes from Prison
SARAFAND, Israel, (JTA) —
In one of the most widespread
manhunts in Israel's history, Is-
rael police were still searching
for Shimon Behar, one of the
leaders of the group of alleged
terrorists on trial in a military
court here, who succeeded in
escaping in the early hours of
Friday morning from his cell by
cutting the prison bars.
Another incident involving the
defendants occurred here. They
had been receiving censored
copies of Israel newspapers,
from which all mention of their
trial had been cut. Military
policemen noticed on Friday
that the defendants were read-
ing uncensored newspapers. A
clash occurrred when the de-
fendants refused to turn the
newspapers over to the military
policemen.
Internationalize Holy Places
In Jerusalem, Sharett States
JERUSALEM, (JTA) Israel's
readiness to accept international
supervision of the Holy Places
in Jerusalem was re-emphasized
here by Foreign Minister Moshe
Sharett, addressing a luncheoe.
of the Israeli Journalists Asso-
ciation.
Mr. Sharett underlined that as
far as the Israel government
was concerned, international
supervision of all the Holy
Places in the city would in no

way interfere with Israel's sov-
ereignty. Referring to the situa-
tion on the Israel-Jordan fron-
tier, the Foreign Minister ex-
pressed the hope that the Jor-
dan Government would. under-
stand that a deterioration of the
border situation would be to its
detriment, and would act to
avoid it.
Ben-Gurion on Vacation;
Sharett Now Acting Premier
JERUSALEM, (JTA)—The Is-
rael Cabinet approved a vaca-
tion for Premier David Ben-
Gurion. It was decided that
Foreign Minister Moshe Shar-
ett would replace him as Pre-
mier and Minister Pinhas Lavon
as Defense Minister.
Arabs Attacks in Jerusalem
One watchman was killed
when Arab infiltrators attacked
a house under construction in
Jerusalem's northwestern out-
skirts. The Arabs opened up a
round of concentrated automa-
tic fire on two Israel watchmen,
one of whom was killed, in-
stantly. The other, who was un-
hurt, returned the attackers'
fire.
An Israel Army spokesman
said this was not an isolated
incident, since a similar attack
occured a week ago in the Jeru-
salem hills, when two Israel
soldiers were killed. "It is clear
that the attacks were carried
out by well-organized and
trained bands, whose sole aim
is to kill and to sabotage," the
spokesman said.

Army May Seek Debate on
Jerusalem Status at UN
UNITED NATION S, N. Y.,
(JTA)—The Arab countries rep-
resented at the United Nations
may ask for a debate on the
status of Jerusalem at the UN
General Assembly, scheduled to
open in September.
The provisional agenda for
the Assembly does not pro-
vide for any discussion of the
Jerusalem issue. However, it was
pointed out that a political item
on the Palestine question can
be included at the last moment
before the Assembly starts its
session.
The provisional agenda in-
cludes only one item of parti-
cular interest to Israel. The
item deals with the question
of the Palestine refugees and
provides for a report by the di-
rector of the UN Relief and
Works Agency for Palestine
Refugees.

'No Bias Shown to Jews
In Ireland' — DeValera

DUBLIN, (JTA) — The ab-
sence of anti-Semitism in Ire-
land was emphasized here by
Premier De Valera in the course
of a conversation with Rabbi M.
C. Weiler, leader of South
African Jewry, who is now visit-
ing Ireland.
Rabbi Weiler was a c c o m-
panied on his visit to the Prem-
ier by Robert Briscoe, sole Jew-
ish member of the Irish Parlia-
ment.
The Irish Premier displayed
great interest in South African
affairs and was especially in-
terested in the position of South
African J e w r y. He indicated
that he would like to make an-
other visit to Israel, recalling
that he had visited the Jewish
State several years ago in the
company of Mr. Briscoe.

Stall DP Entry Bill

Air Force Sends in Its Jets

WASHINGTON, (JTA) — Two
separate appeals from President
Eisenhower have failed to budge
the Administration's special
quota immigration bill out of
the House and Senate Judiciary
Committee.
Eisenhower had requested
that 240,000 Iron Curtain re-
fugees and other Europeans be
admitted to the United States
in the next two years, but Con-
gressional committees have
WO"
shown a reluctance to act on
his proposals.
The President repeated his re-
quest to his regular weekly con-
ference of legislative leaders
and to two key members of the
stalemated Senate Judiciary
Committee, Senators Arthur V.
Watkins and Pat McCarran.
Sen. McCarran has threatened
to delay t h e adjournment of
Congress, scheduled for July 31,
if the measure is brought to the
Senate floor. The bill is expected
to come to the floor late thiS week
Earlier, the Senate Judicial y
bill reported out the measure in
an eight to six vote. In the com-
promise form in which the bill
was passed, it reduces the total
number of immigrants from
240,000 to 220,000 and provides
for two new categories of immi-
grants to be included: 4,000 or-
phans, and 5,000 persons who
