Future of Zionist Organization
Left to Actions Group Decision
JERUSALEM, (JTA) — The
Jewish Agency plenary meeting
here decided to leave a final
resolution of the problem of
structure and functions to the
forthcoming meeting of the
Zionist Actions Committee, su-
preme policy - making body of
the Zionist movement between
world congresses. The Actions
.Committee is expected to merA
by the end of the year.
PROPOSALS: The basic pro-
posals before the session were
those of Dr. Nahum Goldmann,
favoring expansion of the Agen-
cy by admission of a number of
outstanding non-Zionists who
are aiding the cause of Israel,
and the scheme proposed by
Premier David Ben-Gurion to
form territorial Zionist federa-
tions. A plan outlined by Joseph
Sprinzak of the Israeli Knesset,
apparently intended to imple 7
ment the Premier's proposal,
called for permitting. all
shekel purchasers and contrib-
utors to Israeli campaign so par-
ticipate in elections to the Zion-
ist Congress. He also suggested
limiting the functions of the
Zionist Organization to educa-
tional and cultural activities.
DEBATE : While virtually all
the members of the Agency fa-
vored some change in the set-up
of the Zionist Organization to
meet changing conditions, there
was nowhere near unanimity on
the various proposals' offered.
ZOA president Rabbi Irving
Miller, past president Dr. EmaIll-
uel Neumann and ex-Hadassah
president Rose Halprin all op-
posed both plans and demanded
the strengthening of the Zion-
ist Organization.
Dr. Goldmann, who warned that
unless the Zionist Organization
Met new conditions with a flex-
ible policy the organization
would be unable to fulfill its
mission, opposed the Ben-Guri-
on-Sprinzak suggestion for lim-
iting the functions of the or-
ganization to educational and
cultural activities. He said that
two organizations were needed,
one to organize Jewish life sep-
arately in each country and one
to handle t h e purely Zionist
tasks.
Dr. Goldmann rejected the idea
of disbanding the Zionist par-
ties, but called for subduing
their importance. Berl Locker
also opposed the idea of dis-
banding the parties and sup-
ported the proposal to admit all
contributors to the voting lists
for the Zionist congress.
