Austria May Ignore Syrian Protest

NeitherPro-Arab Nor Pro-Israel

WASHINGTON, (JTA)—Secretary of State John Foster
Dulles indicated he is neither pro-Israel nor pro-Arab in the

course of a talk he had in the State Department with Bernard
Katzen, New York lawyer, who was an active political worker
for Mr. Dulles when the latter sought election to the Senate in
- 1949.
"Mr. Dulles is neither pro-Israel nor pro-Arab, but pro-
American," Mr. Katzen said, following his conference with the
Secretary of State. He added that Secretary Dulles denied a
Time magazine report that he allegedly told the Arabs that
American Jews voted Democratic and did not support Dulles.
"I have also been assured that in the matter of arming the
Middle Eastern states for defense purposes, the security of Israel
will not be overlooked, and regard will be had to the Tripartite
Declaration of 1950 designed to discourage aggression in the
area," Mr. Katzen stated. Mr. Katzen is active in the New York
Federation of Jewish Philanthropies, the United Jewish Appeal
and is a member of the Board of Governors of Israel Bond
Drive.

VIENNA, (JTA)—The Syrian Minister here presented a protest to the Aus-
trian government against the negotiations now being conducted with representatives
of Jewish organizations for the repayment of reparations by Austria to Jews who
suffered under the Nazi regime.
The Syrian diplomat made it clear that the protest was submitted on behalf
of all Arab countries. High officials of the Austrian government explained to
him that the reparations tats are not being conducted between states and that
they aim at settling the claims of former Austrian citizens. A government spokes-
man indicated that the Austrian-Jewish negotiations will not be affected by the
Syrian protest.
Meanwhile, neo-Nazis and Communists are joining forces here to fight the
payment of reparations to Jews by the Austrian government. The Communist
Association of Austrian Resistance Fighters and Victims of Fascism issued a state-
ment expressing opposition to the Austrian Jewish reparations talks.
"Austria is engaged in negotiations with foreign organizations which repre-
sent neither the victims living in Austria nor Austrian interests," the Communists
said. The neo-Nazi organ, "Rundschau," warns Austria's government not to make
any concessions to the Jewish negotiators that might antagonize the Arabs against
Austria.
LONDON, (JTA) — Negotiations between representatives of the Israel and
Bonn governments for the return of property in Israel belonging to the Templars,
a German Protestant group, will open in Copenhagen July 17, it was announced by
Gershon Miron, who will head the Israeli delegation to the talks.
Mr. Miron estimated that the negotiations would last quite a while because of
the variety and complexity of the problems involved. The Templars' property
was confiscated by the Mandatory Government during World War II and was later,
transferred to• the Israeli Custodian for Enemy Property.

TEL AVIV, (JTA)—Pope Pius
-XII conveyed his thanks to David
Dubinsky, president of the Inter-
national Ladies Garment Workers
Union in the United States, for
the interest which he is taking in
the Boys' Town in Rome, it was
revealed here by Philip Kramer,
vice-president of ILGWU, who ar-
rived from Rome where he paid a
visit to the Pope.
Mr. Kramer said that the Pope
greeted him in Hebrew and thank-
ed him for helping the Boys' Town
in Rome. "The Pope asked me to
extend his thanks to Mr. Dubinsky
who is the head of the American
Committee for Boys' Town," Mr.
Kramer said.

Complaint .
Is Withdrawn by Egypt

UNITED NATIONS, N. Y., (JTA) —
The Egyptian government has with-
drawn its complaint to the United
Nations Security Council against Is-
rael concerning the seizure of the
ship "Samir" by Israel last January.
The vessel was seized when discovered
in Israeli waters.
Aly Kame Fahmy, Charge D'Af-
faires of the permanent delegation
of Egypt to the UN, in a letter to
Henry Cabot Lodge, Jr., president of
the Council,' revealed that in accord-
ance with an agreement reached
June 3 between 'representatives of
Egypt and Israel on the Mixed Ar-
mistice Commission, before a UN ob-
server, his government had with-
drawn its complaint against Israel.
Israeli authorities, Mr. Fahmy stated,
had undertaken to return the "Sarah"
and its crew to Egypt as soon as con-
firmation of the withdrawal of the
complaint was received by Israel.
