MUNICH—A series of anti-Semitic inci-
dents occurred in the Bavarian city of Re-
gensburg last week-end on the occasion of
an election speech in that city by Erich 01-
lenhauer, national chairman of the Social
Democratic Party of Germany.

Posters announcing that Herr 011en-
hauer would address a regional conference
of his party in Regensburg were defaced by
the word "Jude" scrawled across them.
When, in the course of his address Sunday,
Herr 011enhauer condemned Jew-baiting
and remindtd his audience that millions of
Jews had fallen victims to the Nazis, \a. heck-
ler interjected, "not enough of them have
been killed."

After the heckler was ejected from the
meeting, the chairman of the conference de-
clared that Herr 011enhauer was not a Jew,
but pointed out that. the Social Democratic
Party does not differentiate between Jews

and non-Jews.

JERUSALEM—The main points of Israel's foreign policy were
outlined. in the Knesset Monday night by Foreign Minister Moshe
Sharett on the occasion of his submitting a 2,500,000 pound budget
for his Ministry. Mr. Sharett said that the three major bases of that
policy are:
1. Israel's wide international ties—it has been recognized by 59
countries since its establishment a little over five years ago.
2. Israel'S development tempo which depends to an extent on for-
eign aid and on contributions and loans from Jews in other countries.
3. Israel's living ties with the Jewish communities in the various
countries of the world.
The Minister declared that not all of Israel's international' prob-
lems had yet been solved. Some of these problems are clearly defined,
he pointed out, but others are "vaguely hanging in the air." Israel
has not yet reached a peace settlement and it is hard to foretell when.
the Arabs will come around to bridging the gap between the Jewish
state and its neighbors, he stated.
He underlined the fact that ,Israel is still "besieged" on three
sides and therefore is obliged to seek the closest ties of friendship
with far-off countries. The Arab conflict "haunts us throughout the
world and we must mobilize understanding and sympathy in world
opinion," Mr. Sharett stressed.
In the debate which ensued, deputies of all parties participated,
with representatives of the government Mapai and progressive par-
ties objecting to Secretary of State John Foster Dulles' recent sug-
gestion that Israel accept some of the Arab refugees. Progressive .
Deputy Izhar .Harari specified that such action was impossible with-'
out the return of those areas to Israel where refugees dwell.
The rightwing Herut leader, Arieh Altman, demanded a more
rigorous policy toward Arab aggression along the frontiers. Leftist
Ma tyi rn Deputy (Jacob Riftin attacked IV*4-Sharett for "severing
diplomatic relations with Russia." .

WASHINGTON, (JTA) —The re-.
sumption of Soviet diplomatic relations
with Israel was predicted in an Associ-
ated Press - dispatch received from
Moscow. The Moscow report said that
"informed persons here expressed the
belief that it is only a matter of time
before the Soviet Union offers to re-
establish diplomatic relations with
Israel."

ATLANTIC CITY, (JTA)—Assurances that the Administration intends
"to continue economic assistance to Israel along the general lines of previous
efforts" were made by Senator Alexander Wiley, chairman of the Senate
Foreign Relations Committee, in an address to 600 delegates at the. annual
convention of. Hapoel Hamizrachi of America meeting here.
The Administration spokesman revealed that his committee had heard -
of the very effective use which has been made of American aid in Israel.
He also sought to allay the fears of those who had voiced concern that the
Eisenhower administration might de-emphasize its friendship with the
Israeli people in an effort to win Arab. friendship.
On the question of the Arab refugee problem, Senator Wiley pointed
out that the United States had already appropriated vast sums for relief
of the plight of the Arab refugees. He hinted that a solution to the problem
of resettlement of the Arab refugees would have to be found outside of
Israel. "Israel has a bare 8,000 square-mile area, while the Arab countries
have 1,500,000 square miles," he stated. "It is a further fact that impartial
observers see no justification for the charge that aggression may be at-
tempted by Israel against the Arab states. This assertion," he continued
"simply does not square with the facts, with Israeli's peace aspirations."

dential candidate, is greeted by ISrael's Premier DAVID
BEN-GURION. The American Democratic party leader,
who came to Israel after stopping over in Jordan on his
world-wide tour, urged that Arabs conduct direct negoti-
ations for peace with Israel.

The official opening
of the Hadera-Tel Aviv Railway, which was constructed
with the aid of State of Israel Bond proceeds, was marked
at special ceremonies near the coastal city of Kfar Vitkin.
Mrs. David Remez, widow of Israel's first Minister of Corn-
munications, cut the ribbon at the ceremonies. Beginning
at Remez Junction, named after the late Minister of Corn-
munidations, who conceived the plan for the new line, the

railroad runs along Israel's coastal plain to Tel

Aviv.
