are the Arab States." He ad-
vised that "Israel and the Arab
States should come to some ar-
rangements on their problems

k Jewish-Catholic Pact on Finaly
Children Made Public in Paris

PARIS, (JTA) — The text of
the agreement among the Cath-
olic hierarchy in France, the
Grand Rabbinate of France and
representatives of the family of
the Finlay boys providing for
the return of the two kidnapped
Jewish children, was made pub-
lic after. Grand Rabbi Jacob
Kaplan released a statement
questioning the good faith of
the Catholic authorities and
pointing out that after three
months the children still have
not been reutrned to France.
The agreement provided for:
1. Dr o p p i n g all criminal
charges against the persons who
kidnapped the children o n c e
they are returned to France.
2. After the children are
brought back to France, without
publicity or police intervention,
they will be taken to the home
of Andre Weil, leading French
Jew, where they will be joined
by Mrs. Hedwig Rosner, their
aunt who is now in Israel.
3. Mrs. Rosner agrees to bring
up the children with the as-
sistance of a special worker
chosen by agreement between
the Grand Rabbi and a repre-
sentative of French Catholics.

JOHANNESBURG, (JTA) —
The South African Jewish min-
istry is better paid, and has a
greater spiritual authority, than
the Jewish ministry in any other
part of the Commonwealth,
Chief Rabbi L. I. Rabinowitz de-
clared in his presidential addreas.
at the S. A. Jewish Ministers'
Association Conference which
has just concluded in Johannes-
' burg. It was attended by dele-
gates from all four provinces of
the Union.
"The South African Jewish
ministry is -in an enviable posi-
tion in at least two respects, the
one material, and the other spir-
itual," the Chief Rabbi said.
"Materially, I make bold to say
that their salaries and emolu-
ments compare favorably with
those in any part of the British
Commonwealth, as well as with
other salaries of other profa.s-
sional men and public servants
"But what is infinitely more
important and what we fail
sufficiently to appreciate, is the
inestimable boon of spiritual
freedom which is afforded the
Minister. No attempt whatso-
ever is made by the lay leaders
of the congregations to inter-
fere with the religious side of
the Minister's activity.
"This is a striking contrast
to the deplorable position which
obtains in the United States
where the board of trustees, as
the committee is often called.
can pass a resolution providing
that henceforth men and wom-
en shall sit together, or that
an organ shall be installed, and
the rabbi either has to suppress
or pack
his religious
up and go," the
the Chief Rabbi said.
