Weller Issue Back on Agenda

N. Y. Times Specialist Sends a
Correction Regarding Claim Jews
Are Two-Fifths of USSR Officials

The issue involving the recent
address by George Weller of the
Chicago Daily News before the
Detroit Economic Club, in which
he made charges against Jews
that have aroused wide resent-
ment, again is on the agenda.
It was revived first by the an-
nouncement that a reply to that
speech will be made by Israel's
Ambassador to the United States
Abba Eban; then, last week, by
the printing and distribution of
Mr. Weller's address by the Eco-
nomic Club—an act which some
considered the adding of insult
to injury; and this week by a
letter received by the editor of
The Jewish News from Harry
Schwartz, the New York Times
Specialist on Soviet Affairs, con-
' taming corrections to his earlier
. statement, quoted editorially in
The Jewish News.
The original statement from
Mr. Schwartz came in response
to an inquiry by The Jewish
News editor who pointed out
to him that The Detroit Free
Press report of Mr. Weller's
address, written by Robert
Perrin (Detroit Free Press,
March 6, 1953, Page 6) said
Weller "pointed out that ap-
proximately two-fifths of the
Communist leaders are Jews."
Mr. Schwartz writes in his let-
ter, under date of April 16:
`As a result of a conversation
with, and correspondence with,
Mr. George Weller of The Chica-
go Daily News, I have come to
the conclusion that he was ap-
parently misquoted in any news-
paper account which suggested
that two-thirds or any similar
significant fraction of the Com-
munist leaders are Jews. In the
light of that fact, my comment
on that supposed statement cit-
ed by you recently in the col-
umns of your newspaper does
not apply to Mr. Weller and
should be stricken from the rec-
ord.
•"A stenographic account of
Mr. Weller's speech before the
Economic Club shows that he
said, `I understand that of the
Jews in the Soviet Union, num-
bering somewhere between two
and three millions, about two-
fifths—about 40 percent—by So-
viet statistics are in the state
apparatus, or state officials.' It

are yew

Rues am/est

may have been a misunder-
standing of this statement
which caused the original mis-
apprehension to arise. A person
in the Soviet state apparatus is
not necessarily a Communist
leader since the overwhelming
majority of such persons are
clerks, typists and other vari-
eties of subordinate personnel.
I think Mr. Weller used the
word 'officials' somewhat loose-
ly in the quotation above, and
should have explained that the
word as used there did not mean
leaders but covered a wide
range of responsibility and au-
thority. Nevertheless, it does not
seem to me that the statement
was anti-Semitic in intent.
"I have expressed the hope to
Mr. Weller that he will do what-
ever he can to correct any mis-
apprehension on this matter
that may have been created by
Detroit newspaper accounts of
his speech, but I also feel it is
my responsibility to help clear
up the misunderstanding. I am
sure that you will print this let-
ter as a. contribution toward
this end. Thank you for your
courtesy."
In his original statement,
which was quoted editorially in
The Jewish News on March 20,
Mr. Schwartz wrote:
"Thank you for your kind let-
ter of March 3, which the pres-
sure of work has prevented me
from answering sooner.
"I am certainly surprised that
Mr. Weller made the misstate-
ment attributed to him in the
clipping from The Detroit Free
Press. In the Soviet Union, of
course, Jews have been all but
eliminated from Communist
leadership positions, and only
one is included among the four-
teen top figures in the Commu-
nist Party named since Stalin's
death.
"I hope this information is
helpful. Thank you again."
