By Morris Liebermon • Why should Histadrut, which has so matey large and proti- table enterprises in Israel, con- duct a special campaign for funds in the , United States? It is true that Histadrut, through its holding company Hevrat Ov- dim, owns many economic enter- prises such os Solel Boneh, the Workers Bank, Homishbir, Tnuva, etc. All of these enterprises ore going concerns, and 1.-row a net profit at the end of the yeas. However, none of these economic institutions is a bene- ficiary of the Histadrut Campaign. Iri the early days they did receive subsidies until they become self- sustaining. Due to their stick-to- itiveness in hard times as well as good, these cooperative enter- prises have become pillars of the Israeli economy, shoring the eco- nomic problems of all business concerns in the country, ranging from a .shortage Of raw materials to lack of skilled manpower and credit limitation's. Yet, within their scope of work they are contributors, not recipients, of funds to be used for social welfare, 'educa- tional and other non - profit our- poses, These concerns contribute out of their earnings to Kupat Holim, • the training of unskilled immigrants and other social and welfare activities. A certain pro- portion of net income - is assigned to. the. Histadrut Executive for general' budget, which includes aid • to newly-formed cooperatives for immigrants, handicapped workers and war veterans. In 1951, the Histadrut Executive received the equivalent of $840,000 from its economic enterprises, or 8.7 per cent of its .totol budget. At the some time, it received over $2,- 919,000 from the campaign in the United . States and Corrado, or 30 percent of its income. The rest; abo ut 60 per cent, came from membership fees. The ,:income from the American campaign is used by Histadrut to promote its non-profit undertak- ' ings, such as vocational schools, educational • activities, health through Kupot Holint, youth and sports activities, labor exchanges, cooperative houSing schemes, and port , of the. Thtile is no contradiction between the'sucCess Histodrut in many fields_ and its urgent 'need • for support in others, just as the State of Israel itself has made remark- able progress yet desperately needs financial assistance in this criti- col period.
