Of the American Jewish Con-
gress, in an address before the
Jewish Co mmunity Council
luncheon-forurxi on Monday, at
the Detroit-Leland, stated that
the issue involved in the Mad-
Iver ',controversy is actually one
of "democracy • vs. anarchy."
Dr. Goldstein branded as un-
realistic the objections stated
lay t h e dissenting agencies.
Neither in the Maclver Report .
nor in the compromise measure
as -embodied in the Barr Pro-
posal has the concept of "volun-
teerisT" or- the , "right of dis-'
sent" of member agencies been
challenged. The use of such
terms as "authoritarian" and
"monolithic" is entirely unwar-
ranted and not, in accord with
the facts. This, Dr. Goldstein
averred, gives rise. to the - belief
that the dissenting agencieS
"prefer to be made" even
though the facts do not warrant
the criticisms that they have
made against the Maclver pro-
posals.
Forces opposing the Maciver
recommendations, .Dr. Gold-
stein stated, . have failed to
realize the maturity of the
American Jewish community.
VVLiereas Jewish communities
were once under the control
of well intentioned philan-
thropists termed "beneVolent
dictators," some of the great
Jewish organizations now seek
_to usurp that role: This, he
declared, "is an un-American
phenomena." A Welcoine au=

local Community Councils and
the strengthening o.,f other
local Jewish institutions
whose leaders haVe expressed ,-
their opnosition to the heads
of. the dissenting agencies.

tional agencies in the commun-
-ity relations field since these
agencies are spending public
money and funds allocated to

overseas relief and for Israel.

' ors, pointed out that the resurg-
ence of Nazism in Western Ger-
many, coincident with the -anti-
Jevvish character of the trials
and char
ges in Czechoslovakia,
East Germany, Hungary and in
the Soviet Union itself raises
the frightening prospect that
"the V two brands of totalitarian
evil may one day again be join-
ed together in a common assault
on the freedoms of the world."
He called the Soviet anti-Senii-
tism. "the most ominous devel-
oPrn.ent -6f: the day."
"It is -clear," asserted Dr.
GOldstein, that "totalitarianism
must employ anti-Semitism,
that- most reprehensile of Weap-
ons, either at the beginning, like
nazism, in order to attain power,
or, like communism, at the end,
in order to retain supremacy.
- "By charging Jewish organi-
zations and the Israel 'govern-
Merit', with being espionage
agents. _for Britain and the
United States, the Soviet au-
thorities are seeking to forge a
new alliance against the free
world. They are seeking, in one
fell swoop, to take advantage of
the anti-Semitic . heritage of
czarism; the racist legacy of
nazism, 'the anti-Israel senti-
ment of the Arab world and the
long - fostered hatred of the
Western countries."
Commen t i n g on develop-
ments on the American scene,
Dr. G o rd stein said that
"Americans of all faiths and
of all political 'persuasions are
one in their prayers that
President Eisenhower will be
vouchsafed the wisdom, the
courage and the strength to
lead 'the nation and the free
world to an era of enduring
peace',, of brotherhood and of
universal respect for the
rights of all men."
Among the problems ' facing
Eisenhower, Dr. Goldstein listed
the need for thorough revision
of the, McCarran.-Walter
gration Act.
Referring to Representative
Francis Walter's attack in the
H o u s g of Representatives on
"professional Jews" as the sole
opposition to the Act, Dr. Gold-
stein said:
"Mr. Walter oWes V.an apology
to the House of Representatives
for the manner in which he has
abused its Floor by this expres-
sion of prejudice, and he owes
an apology to the. American
people for his role in helping to
enact soV dishonoring and dis-
honorable . a piece of legislation."

,JNF Nationwide Blue Box Campaign
NEW YORK, (JTA)--A house-
to-honse fund-raising campaign
will be launched` by the Jewish
National Fund on March 1
throughout the lUnited States,
with more - than 50,000 volun-
teers enlisted in the drive which
will last a full - month, it was
announced by Dr. Harris J. Le-
vine, president of the JNF of
America. .
The special drive, which will
continue throughout "Jewish
National Fund Box Month," will
seek to place a, JNF box in '750,-
000 Jewish homes in this coun-
try, Dr. Levine explained. There
are at present 250,000 Mr blue-
white boxes in Jewish. :homes
throughout the United States.
Mrs. Israel Goldstein has been
named chairman of the --com-
mittee which will supervise the
drive. -
A proclamation calling on all
American 'Jews to support "Box
month," which is signed by the
national presidents of all Zion-
ist organizations in the' United
States, stresses the • popular
