Allow College to Award
Doctorate in Talmud

The Ner Israel Rabbinical
College, which has been in
existence for the past 19
years, has been given the
right by the Maryland State
Board of Education to grant
the degrees of Master of Tal-
mudic LaW and Doctor of
Talmudic Law.
This is an historic event
since it is. the first time in
Jewish history, as well as
the history of education,
that a doctorate has been
authorized purely on the
study of Talmud.

Israel Approves Investigation
Of Racial Issue in Africa
UNITED NATIONS, N. Y.,
(JTA)—Israel cast its vote with
the majority in favor of a
United Nations investigation of
the ;racial situation in South
Arrtica. A roll call vote on the
18-power resolution on the in-
quiry was 35 in favor,* two
against, with 22 abstentions. •
An Israeli amendment to have
the commission report its con-
clusions to the Secretary Gen-
eral for transmission to member
states was snowed under with
only two votes in favor.

WASHINGTON—Sen. Pat Mc-
Carran is trying to destroy a
man who has done more than
any other individual to fight
McCarran's bigotry on immigra-
tion matters. That man is Harry
N. Rosenfield, former U. S. Dis-
placed Persons Commissioner,
who was selected by President
Truman to serge as executive
director of a Presidential Com-
mission created to probe public
opinion on the McCarran-Walt-
er Act.
At 'the time of Mr. Truman's
appointment of Rosenfield as a
member of the DP Commission,
McCarran schemed in the Sen-
ate to delay confirmation of Ros-
enfield's nomination. Rosenfield
later introduced many liberal
reforms in our DP program,
which enraged McCarran. When
the DP Commission expired,
Rosenfield took the lead in point-
ing out totalitarian aspects of
the McGarran-Walter Act. In a
speech before a Jewish group,
Rosenfield described component
features of the Act as "Ameri-
ca's first Nuremburg Law."
On Dec. 24, the day the new
Act became operative, McCar-
ran issued a statement in New
York alleging that Rosepfield
had been associated with 'Com-
munist front" organizations. De-
spite the fact that Rosenfield is
a leading anti-Communist lib-
eral, McCarran sought to smear
into oblivion one of the most
effective voices raised in the de-
fense of freedom in America.
McCarran said that Rosenfield
attacked his act in a speech
"which parallels the line of the
Daily Worker." Another McCar-
ran allegation was that Rosen-
field aligned himself with an un-
named "lobby pressure group"
which fought McCarranism.
Rosenfield is an outstanding
attorney who once served as
Fiorello LaGuardia's personal
legal assistant. He held many
important government posts, and,
as a member of the U. S. dele-
gation to the United Nations
Economic and Social Council,

CHICAGO, (JTA) — Postcards
urging Americans to "free
America fforn the Jews" and
calling on all patriots to "vote
anti-Jewish," have been received
in Chicago in the mails, the
Jewish Sentinel reported here.
The cards were postmarked in
Atlanta, Ga., and were mailed
by an organization describihg
itself as the "Christian Anti-
Jewish Party." They carry a bid
to "white Christian Americans"
to join "our patriotic party" and
give P.O. box addresses in At-
lanta and Birmingham, Ala., for
membership inquiries.
The party's program, accord-
ing to the card, ' calls for the
expulsion of the Jews to Pales-
tine and the confiscation of
their property. The card prom-
ises that "the Jews have too
much money, but soon, it will
be ours!"

through the Suez Canal un-
molested by the Egyptian auth-
orities.

helped promote the Genocide
pact and an international hu-
man rights concept. He is a
son-in-law of the late Morris
Rayfield Cohen, the only Jew
to serve as president of the
American Philosophical Society.
Rosenfield did much to alert
Jewish organizations and other
liberal groups throughout the
nation to the dangers contained
in the Act adopted last year. He
knew what the various provi-
sions would mean if they be-
came the law of the land. He
knew of the "neighborhogd in-
vestigation" required under the
Act which provides an excellent
opportunity for anti-Semites to
prevent their Jewish neighbors
from being naturalized as
American citizens.
This particular provision re-
quires a personal investigation
by officers of each naturaliza-
tion applicant in the neighbor-
hood of his residence and em-
ployment during the past five .
years. One purpose of this in-
vestigation is to ask neighbors
if the applicant is a subversive.
All the anti-Semites have to
tell the naturalization officers is
that they saw Communist liter-
ature in the Jew's mailbox or
heard /Communist songs coming
through the window. Anti-Sem-
ites have always had trouble dif-
ferentiating between Soviet and
Yiddish newspapers. They have
experienced equal difficulty in
distinguishing "the Internation-
ale" from such pielodies, as "My
Yiddische Momma." If a Jewish
applicant for naturalization lives
in • the Yorkville neighborhood
of New York, where Hitler's pic-
ture still hangs in some homes,
what kind of character refer-
ences will the Jew be given?
Another provision of the Act
has emerged as a potential dan-
ger to Jewish refugees and oth-
ers admitted as victims of Nazi
persecution. Those refugees who
have suffered mental break-
downs and become public
charges in the last five years
must be deported unless they
can establish that their mental
illness was not the result of a
condition which existed prior to
entry. Many Jews tortured by
the Nazis in concentration
camps subsequently entered the
United States and, as a result
of their harrowing experiences,
required treatment in our men-
tal hospitals. These unfortunates
would be deported although the
Act provides for the admission
to the U. S. of Nazis who tor-
tured them.

NEW YORK, (JTA) — Moshe
Kol, Jewish Agency member and
Youth. Aliyah director, has pre-
sented Mrs. tleanor Roosevelt
with an album prepared by the
children of Israel and the Youth
Aliyah as a gift for her. Mrs.
Roosevelt is a world patron of
the Israeli youth movement.
Mr. Kol; who was a luncheon
guest of Mrs. Roosevelt, in-
formed her that Youth Aliyah
has brought 60,000 children and
youth from 70 different coun-
tries to Israel. It currently is
responsible for some 13,500 chil-
dren and youth and is expand-
ing its program to accommodate
an additional 500 each month.

is provided by Hadassah.
