major address of the JDA ses-
sion, criticized the recent action
of the National Community Re-
lations Advisory Council which
would allocate "primary respon-
sibility" for Community relations
work among six organizations.
He asserted that this would de-
stroy NCRAC as an advisory
body and make it a functioning
organization.
Judge Proskauer declared
that AJC and ADL are doing
95% of the effective work in
America to cornbat anti-Semit-
ism. Answering charges of.
some "dupli c a t i o n," Judge
Proskauer added, "Duplica-
tion is of the essence in thiS
work. Nothing is more vital
in handling a public relations
problem, whether it is in poll-,
itics or human telations, than
treatment of it from different
points of view and with es-
sential duplication."
Both major Presidential can-
didates and political parties were
urged. in a unanimous resolution
by the executive committee ,of
the American Jewish Committee
"to translate into appropriate
action their announced deter .-
mination to eliminate the unfair
provisions of the McCarran-
Walter Immigration Act." •
More than 100. leaders attend-
ing the meeting also adopted a
resolution . calling the "urgent
attention" of Allied - control of-
ficials and West German gov-
ernmental authorities to the
"continued activities i n Ger-
Many of organized extreme
rightists and pro-Nazi groups
among displaced persons from
Iron curtain countries, particu-
larly Hungary and Romania."
Sena Herbert Lehman of NeW
York joined with more than 100
leaders of American Jewry in
approving the resolution. Irving
M. Engel of NeW York, chairman
of the executive committee and
sponsor of the resolution, praised
President Truman for establish-
ing the special Commission on
Immigration and Naturalization.
. Meanwhile, the 39th annual
meeting of the Anti-Defamation
League concentrated largely -on
civil rights problems. Justice
Meir
. Steinbrink announced his
retirement as ADL ' national
chairman—a post he held for
the past six years. Henry • E.
Schultz, of New York, was eleet-
ed to succeed him.
In his final report, Justice
Steinbrink tra4ed the ,.growth
of the League during the post-
war years. He spoke critically
of the proposals for reorgani-
",zation of Jewish community
relations voted last month by .
NCRAC. :
Messages 'rein President Tru-
man and the two Presidential
candidates, Gen. Dwight Eisen-
hower and Gov. Adlai Stevenson,
were read to the assembly by
Justide Steiribrink. Each mes-
sage praised the ADL for its
work. .
Noting that we are in "a peri-
od when civil liberties are grave-.
ly threatened," President Tru-
man praised ADL for its efforts
"to preserve and strengthen hu-
man rights and save us from the
waste of prejudice and discrim-
ination." The President had
warm words for Sen. Lehman
who . received the League's an
nual Ainerica'S Democratic Leg-
acy Award.
