WASHINGTON, (JTA)--Chair-
man Emanuel • Celler of the
House Judiciary Committee wrote
Secretary of State Dean Ache-
son that the Department's most
recent explanation of its visa
policy, which 'includes the spe-
cific identification of Jews as
such, is "an unwarranted inter-
pretation" ,of the McCarran-
Walter Immigration Act.
The judiciary chairman told
Acheson that he was "disturbed"
because the McCarran-Walter
taw was construed by the Visa
Division as demanding the label-
ing of Jews while no similar re-
quirement is made of other re-
ligious faiths. He said he could
not understand "why those of
the Jewish faith were singled
out for special treatment."
Aliens who fail to provide
an "e t h n i c classification"
which satisfies consular
authorities "may be arbitrar-
ily denied visas under the new
act," Rep. Celler said. He
pointed out that "the penalty
for not telling the truth is
denial of a visa, yet no defi-
nition is furnished as to what
constitutes the various 'ethnic
classifications.' I believe it is
incumbent upon your .depart-
ment to submit to the appli-
cant terms which constitute
the various 'ethnic classifica-
tions.' but under no condition
should those terms include the
fact of one's religion.

diciary Committee of the House,
where all immigration bills origi-

participated in discussions on
immigration statutes for 30
years and never has anyone
voiced a statement that an ap-
plicant answering the question
of his 'ethnic classification'
must state the fact that he is

would be most unfortu-
nate if by any stretch of the
imagination the regulations
would require that the appli-
cants must state their religious

Balfour Ball on November 15th
PLUS
DETROIT'S BEAUTIFUL ZIONIST HOUSE
Dear Friends 4.
On November 15th, Detroit Jews will gather at the Annual Balfour Ball of
the Zionist Organization of Detroit. We hope to see all our friends and good Zion-
ists at this outstanding social event at Hotel Statler. We desire that our friends
should know the good their gifts to the Balfour Ball Fund accomplish during the
year.
The funds we raise through the Balfour Ball assist us in carrying on a year-round educational program. They
help us encourage youth work in colleges and in our fraternal groups. They provide for the upkeep of the Zionist
House on Linwood and Lawrence. They help the national office in all its constructive efforts.
A word about the Zionist House: We are proud to have a Home of our own. Here we function in behalf of the
great movement that has established the foundation for the State of Israel. We urge you to help us finance the
House through the Balfour Ball.
Thank y04$1, for your cooperation.,
Sincerely yours.,
ABRAHAM COOPER
