General Riley, the UN chief of
staff of the Mixed Armistice
Commissions, is trying to bring
about a meeting between Israeli
a n d Egyptian representatives.
There is some idea that the UN
is involved, especially with the
Seventh. General Assembly in
the offing. For that reason, it
might be as well to review the
position of the international or-
ganization in this matter.

The United Nations h a S
three bodies to deal with Pa-
lestine. They are: 1. T h e
Ilixed Armistice Commissions
which are limited to carrying
out the armistice agreements
and nothing else. 2. The Pa-
lestine Conciliation Commis-
sion which has tacitly agreed
to leave the initiative for a
settlement to the parties. 3.
The United Nations Relief and
Works Agency for Palestine
(UNR,WA) which is only con-
cerned with relief for the Arab
refugees and their integration
into the countries to which
they have fled.
It is because of the commis-

sion's agreement- to leave the
initiative to the parties that the
Palestine problem is not on the
agenda of the coming Assembly.
This agreement is not written
into the terms of reference of
the commission, but during the
debate at the last Assembly in
Paris, the delegates made it
clear that they felt that the
PCC should be available to offer
its offices for a conference but
not to arrange such a confer-
ence. They had before them
the example of the attempt by
the commission to bring the
parties together in Paris at the
end of last year which ended in
I a fiasco.
As to the impending Assem-
bly, the Americans are unlikely
to make any move there to bring
about a settlement, if only be-
cause Palestine is not on the
agenda. There is talk that the
Americans might take the lead
in this matter, but the view here
is that though the United States
is interested in a peace settle-
ment, it cannot work miracles.

The first meeting of the Is-
raeli Egyptian Mixed Armistice
Commission since General
Naguib seized power has given
rise to all kinds of speculation,
but, as far as is known at the
United Nations, this was a
routine meeting. The mixed
armistice commission does
provide a meeting ground, but
it depends upon whether the
Egyptian delegates ;want to use
it as such.

The Israeli delegates here are
surprised at all the talk there is
about the Israeli Ambassador in
Turkey, Elias Sasson, carrying
negotiations to bring about a
peace conference. They say that
this would imply that Sasson,
who is regarded as an expert on
the Middle East, has not been
doing this before, that there is
something new in such negotia-
tions. All Israeli representatives,
no matter where they may be,
are trying at all times to arrange
f it. a peace setlement in

All these peace rumors, as a
diplomat experienced in the af-
fairs of the Middle East said to
me, boil down to one question:
whether the great change in
Egypt caused by General Na-
guibS seizure of power has
meant any great change in the
Egyptian attitude toward a
peace settlement in Palestine.
And that is one question that
no one here can answer.
