inally suggested by the gov-
ernment.
A Cabinet spokesman said:
"The government withdrew
the bill after the Knesset in-
troduced an amendment
which the government is un-
able to accept. It will now
re-submit the bill to secure its
adoption in the form decided
upon by the Cabinet after
prolonged negotiations with
the Jewish Agency. It must be
that the government

which creates the impression
that the Knesset can allow
itself to pass legislation on
matters which are outside of
Israel's sovereignty."
