UN Approves Plan for
Human Rights Complaints

UNITED NATIONS, N. Y.,
(JTA)-The UN Economic and
Social Council adopted a resolu-
tion approving the procedure
suggested by the Council's com-
mittee on n o n - governmental
organizations for handling com-
munications received by the UN
from non-governmental groups
in consultative status which
contain complaints against gov-
ernments for violating human
rights.
The procedure provides that
the UN Secretary General shall
handle such communications.
He will complete two lists of
communications: A non-confi-
dential list with a brief indica-
tion of the _substance of each
communication dealing with the
principles involved in the pro
motion of universal respect for
and observance' of human
rights and a confidential list
containing a brief indication of

Agency will open a yeshiva at
the British resort town of Rams-
gate for training Sephardic rab-
bis and teachers for communi-
ties in various parts of the
world, particularly in North
Africa, Rabbi Zeev Gold, head
of the Agency's religious depart-
ment, announced. The school,
which has the support of the
World Union of Sephardic com-
munities, will begin sessions in
;October with 25 to 40 students
