Results of FEPC Laws
Told in Berger's Book

There are now FEPC laws in
11 states and 25 cities, covering
about a third of the population
of the entire United States.
What is the effect of such laws?
Do they really reduce discrim-
ination in employment. or do
they arouse antagonisms? Can
law improve group relations. or
is it too clumsy a means for this
sort of task?
These are the kinds of ques-
tions that Morroe Berger asks
and seek,- to answer in his book,
- Equality by Statute." published
this week by Columbia Univer-
sity Press.
Dr. Berger is a staff member
of the American Jewish Com-
mittee. He concludes that law
can operate to support or to
weaken discriminatory patterns
of behavior, and that in the last
15 years or so law has become
a means of promoting minority
rights and healthy intergroup

relations,

In loving memory of our be-
loved husband and father, Frank
Novograd, who passed away sud-
denly July 21, 1943 (18 days in
Tammuz).
Sadly missed by his wife,
Sarah. and children, Nathan and
Marilyn.
