Israel Still Hopes for
Russian Jews' Migration

i!

MONTREAL. (JTA)...-"We will
not lose hope to unite with the
remnants of Russion Jewry," Is-
rael Foreign Minister Moshe
Sharett told 10,000 Montreal
Jews who braved a heavy rain
to attend a mass rally welcom-
ing him to Canada.
Mr. Sharett told a press con-
ference that Israel observes and
protects the sanctity of the Holy
Places in Jerusalem.
At a meeting of the national
executive of the Conference for
Israel and Jewish Rehabilita-
tion he underlined that unless
Isreal solves its economic prob-
lems its other problems cannot
be settled. "The chief battle is
economic, with the prize pro-
ductivity, and the weapons cap-
ital," Mr. Sharett said.

Little hope was held out here
for revision of •the new law in
any of its major details for a
long time to come. Certain fea-
tures of the bill. which exposed
it to challenge in courts. were
rectified in the Senate-House
conference.

Reports were current here
that President Truman, an-
gered by the reported disloyal-
ty of high placed Federal offi-
cials who asked Senators to
override the President's veto,
was considering their dismissal.
One of the officials mentioned
in these reports has long been
considered a bottleneck in the
granting of visas to Jewish dis-
placed persons.

In his veto message, President
Truman warned that powers
conferred by the measure on
officials were "inconsistent with
our democratic ideals." He said
"to make refugees from opres-
sion forever deportable on such
technical grounds is shabl y
treatment indeed."
The President's message spoke
of "the great popular interest
which this bill has created" and
urged a re-examination by Con-
gress "of this entire matter." He
suggested the creation of a rep-
resentative commission of out-
standing Americans to examine
the basic assumptions of our
immigration policy. the quota
system and all that goes with it.
the effect of our present im-
migration and nationality laws.

Senate Votes for Fair
Employment Investigation

WASHINGTON. J T A )—The
Senate Labor Committee has
voted by 9 to 3 to approve an
FEPC bill which would establish
a five-member "commission on
equality of opportunity in em-
ployment. "Senators Robert A.
Taft. Richard M. Nixon. and
Lister Hill voted against the bill
while Senators Hubert Hum-
phrey. Herbert H. Lehman, and
others favored it.
The bill would set up a com-
mission to investigate discrimi-
nation charges but its orders
would be enforceable only
through the courts. The commis-
sion would have jurisdiction to
investigate in the case of firms
and unions which have more
than 50 workers and which en-
gage in inter-state operations.
Organizations considered phil-
anthropic, religious, or educa-
tional would not be affected.
A House administration sub-
committee has voted to give
$75,000 in operating funds to a
committee to make a loyalty
probe of tax-exempt philan-
thropic foundations including
organizations which deal in race
relations and seek to remove
prejudice through education.
