Liberal Senate Leaders Anticipate
Truman Veto of ifcCarran Bill
WASHINGTON. JTA) — In-
formed circles expressed convic-
tion that President Truman
would veto the McCarran-Walt-
er omnibus immigration bill and
the belief that liberal opponents
of the measure would be able to
muster sufficient strength in the
upper house to sustain the veto.
The McCarran bill was adopt-
ed by the Senate when the op-
position collapsed after a bitter
two-week fight on the measure,
denounced as racist and dis-
criminatory and as infringing
civil rights.
The failure of the Senate as a
whole to recognize the issues at
stake in the McCarran bill and
the apathy with which the ma-
jority of the chamber regarded
the question was strikingly
stressed when the final vote was
taken. As throughout most of
the debate, when few senators
remained to hear the arguments
only about a dozen members
were on the floor when Vice
President Barkley called for the
vote.
i Previously, the Senate had
voted down a move to recommit
the measure to the Judiciary
I Committee and had failed. by a
vote of 51 to 27. to accept the
Humphrey-Lehman immigration
bill offered as a substitute for
the McCarran bill.
Sen. Humphrey told the Sen-
ate that " I hope and pray" the
a president would veto the meas-
ure. Sen. Herbert H. Lehman
told the house that it would do
"a grave disservice to the cowl-
try and the peace of the world"
if it passed the McCarran bill.
Little delay or difficulty was
anticipated in the conference
stage to iro out differences be-
tween the alter Bill adopted
by the Hous of Representatives
and the Mc arran Bill, its com-
panion measUre, as amended in
the Senate. ;
Veto of the McCarran-Walter
bill was urged on the President
by leading American newspap-
ers.
