MeCarran-Walter Immigration Bill:
Senate Defeats Recommittal Move

to the McCarran
measure.
the immigration and naturali-
zation committee of the Jewish
Community Council, joined in
urging defeat of the McCarran-
Walter bills, in the television
program of the UAW-CIO last
Sunday.
Joining Rosin in the protest
against the harshly restrictive
and discriminatory McCarran
measure were Rev. Sheldon
Rahn. director of the social serv-
ice. department of the Detroit
Council of Churches: Miss Flor-
ence Cassidy, secretary of the
Michigan Commission on Dis-
placed Persons: and Benjamin
Sta.nczyk, president of the Cen-
tral Citizens Committee.
Charges against the McCar-
ran-Walter measure include the
following:
Continue to Waste Visas: Our immigra-
tion law provides for the admission of
154.000 immigrants each year. Less than
halt that number have been used
through the years. The McCarran-Walter
bills retain our old-fashioned and inflex-
ible quota system.
Add New Racial Discriminations: These
bills are designed to exclude Negroes by
drastically reducing immigration from
colonies in the Western Hemisphere.
Further Restrict Immigration by sub-
jecting victims of religious persecution
to literacy requirements by eliminating
professors from quota-exempt status and
by continuing the use of the' outdated
census year of 1920 as a basis for immi-
gration allocations.
Provide Many New, Unreasonable and
Arbitrary Bases for Deportation: The
hills eliminate the statue., of limitations
in many instances and create numerous
grounds for deportation not easily sub-
ject tc judicial review
