THE JEWISH NEWS - 7 Friday, May 9, 1952 Four New York Congressmen Push War On Bigots in Proposed G roup Libel Bill WASHINGTON, (JTA) — Four New York Congressmen intro- duced a bill in the House of Rep- resentatives to make it unlaw- ful to libel any racial or re- ligious group through interstate shipment or mailing of defama- tory material. The sponsors—Representatives Eugene J. Keogh, Adam C. Pow- *11, Jacob K. Javits and Arthur G. Klein—referred to the de- cision of the U. S. Supreme Court in the case upholding the constitutionality of the Illinois group libel law forbidding pub- lications, plays or motion pic- tures which attribute lack of virtue to a group of citizens in ciiich a way as to engender pub- lic contempt, derision or oblo- quy. Indiana and Massachusetts have similar laws. (See edi- torial). The bill provides that no per- son shall be guilty of violation if the statement made or pub- lished was honestly believed by such person upon reasonable grounds to be true. This is re- garded by the sponsors as an e ffective protection for freedom of speech. Rep. Samuel W. Yorty, of Cali- Congress for a fornia, asked probe of the "evil dispensers of hate" including anti-Semites. He said "their vile purposes must be exposed, and the sources of their funds published for all to see." Rep. Yorty told the House that "democracy in the United States must not be weakened by the fostering of ignorant hatred which can result from un- American, undemocratic a n d Godless propaganda calculated to divide Americans into op- posing camps based upon race, creed or color." Rep. Yorty is cooperating with Sen. Guy M. Gillette, of Iowa, chairman of a Senate subcom- m i t t e e investigating election matters. in seeking a congres- sional investigation of Robert H. Williams. a former Army ma- jor, who is distributing anti- Semitic propaganda in connec- tion with pre-election activity. Sen. Gillette has indicated that his subcommittee will act on the Williams case.
