U. S. Circuit Court of Appeals,
Sixth Circuit, at Cincinnati. suc-
ceeding the retiring Chief Judge
Ken Hicks.
Judge Simons was elevated to
the Circuit Court by - President
Hoover in 1932, after serving for
nine years as U. S. District Court
judge.
He was a member of the Mich-
igan. State Senate in 1903, a
Wayne County Circuit Court
Commissioner in 1905 and a
presidential elector in 1916. He
was awarded the honorary LL.D.
by Wayne University in 1938. He
will be 76 on May 21.

tion of vast amounts of potash
in the Dead Sea—these major
developments will pave the road
to economic independence, if we
receive quickly the investment
dollars to provide us with the
necessary machinery and trans-
portation facilities," the Israel
Labor Minister said.
Mrs. Myerson pointed out that
references to various minerals in
the Bible must be regarded as
examples of "practical report-
ing," in view of the fact that
iron ore and copper have been
found in considerable quantities
and that experts have recently
concluded that Israel also has
oil.
The conference adopted a
program of action to make $200,-
000,000 available for agricultural
and industrial development of
the Jewish State through the
Israel bond issue before the end
of 1952.

WASHINGTON, D. C.—Israel's
present economic difficulties are
the result of a "self-imposed
transition period of hardship"
to make possible the creation of
a highly industrial and produc-
tive economy within the next
few years, Mrs. Golda Myerson,
Minister of Labor in the gov-
ernment of Israel, declared Sat-
urday at an emergency confer-
ence of American Jewish lead-
ers at the Israel Embassy here.
The purpose of the emergency
conference, which was summon-
ed by Israel Ambassador Abba
Eban, is to review the present
economic situation in Israel and
to survey the role which the
$500,000,000 state of Israel bond
drive can play in the future de-
velopment of the country. Mr.
Eban presided at the opening
session of the two day confer-
ence of some 250 leaders.
The conference also was ad-
dressed by Henry Morgenthau,
chairman of the board of the
state of Israel bond issue.
"As a result of far-reaching
discoveries which we have made
during the past year of new
minerals and other natural re-
sources, ISrael now stands on
the threshold of an industrial
revolution which must force the
world to revise its concept of
Israel as a poor country," Mrs.
Myerson said.
"The natural wealth which we
have uncovered in r ecent
