Formula for Distribution of Campaign
Funds: Israel to Get 60.7% of Total
If Objective of $5,200,000 Is Attained

The Jewish Welfare Federation
Board of Governors this week
substantially endorsed the for-
mula community leaders had
worked out at the recent pre-
. campaign budgeting conference,
held to discuss recommended
allocations of funds' to be raised
in the forthcoming 1952 Allied
Jewish Campaign.
Under the formula—based on
an anticipated minimum cam-
paign achievement of $5,200,000
—overseas and Israel causes will
receive 60.7% of the funds allo-
cated; 23.8% will be for local-.
operating purposes, 11.9% for
local-capital purposes and 3.6%
will be for national agencies.
It is necessary, Abe Kasle, 1952
Campaign chairman pointed out,
to raise at least $500,000 more
than last year to meet our obli-
gations for new local operating
needs and to begin the develop-
ment of local capital facilities.
Plus giving, he said, will enable
us to meet these responsibilities
at home without diverting funds
from overseas and Israel.

The formula provides $143,-
000 more for local agency
budgets than was available in
1951-52. Out of this additional
sum, the Federation budget
and planning divisions will
have to provide the first-year
operating needs of Sinai Hos-
pital, Detroit's new Jewish
hospital, estimated at between
$175,000 and $300,000, and the
general increase in other costs.

Helping to offset the Hospital
addition is an anticipated de-
crease in the budget of Resettle-
ment Service, Detroit's agency
for aid to refugees, since large
numbers of immigrants can no
longer come here.

Marine Foods Opens
Modernized New Plant

Marine Foods, Inc., packers of
Pep-E° Herring, have just com-
pleted their modern plant at
3900-16th Street. The new plant
and facilities will enable them to
meet the demand for Pep-E pro-
ducts more efficiently.
Marine Foods was established
about 10 years ago by Albert
Adelman, its president, on a
modest scale, and ,today is re-
cognized as a leader in its field.
At the present time the plant is
working at near capacity on its
new pack Pep - E Herring in
heavy sour cream.
Manuel Hollander, vice-presi-
dent and general sales manager,
reports vastly increased sales on
the new pack from all parts of
the country.

CARE Passover Package

A new CARE Passover food
package to assure meat and
other needed supplies for fami-
lies in Israel during the coming
holidays was announced by Paul
Comly French, executive direc-
tor of the non-profit agency.
The more than 13 and a half
pounds of food in the Passover
package include six pounds, nine
ounces of various meats. Orders
may be sent to CARE, at Hud-
son's, Crowley-IVIilner's or Dem-
ery's. Ration-free, dutyz.free de-
livery is guarantel.d.

Should the amount raised
vary from the minimum, the
greatest changes will show in
the overseas and Israel item,
and the local-capital item, de-
pending on the amount raised.
Local-operating and national-
agency allocation allowances
are the least flexible. For ex-
ample: if $300,000 over the
base formula is raised, over-
seas and Israel will get 72% of
these additional funds. If the
campaign should achieve only
$4,700,000, the overseas and
Israel share of the funds would
drop to 60%.

One hundred nine community
representatives attended t h e
Conference, as compared to 80
in 1951 and 130 in 1950. Mem-
bers of the boards of all 13 Fed-
eration 'member agencies were
among those who attended.

Rabbi Adler on NCRAC's
Reassessment Committee

A committee on reassessment
of goals in the community rela-
tions field has been created by
the National .Community Rela-
tions Advisory Council and will
hold its first meeting in New
York on March 3, it was an-
nounced by Irving Kane of
Cleveland, NCRAC chairman.
Rabbi Morris Adler is the De-
troiter named on the committee,
which was recommended by the
evaluative studies committee of
NCRAC, based on the survey by
Prof. Robert M. Maclver.
The NCRAC plenary session
last November unanimously
adopted a resolution endorsing
this recommendation as part of
a comprehensive program look-
ing toward improved coordina-
tion of planning and programs
in the community relations field.

JERUSALEM, (JTA) — Deter
iorating relatiohs between the
Israel Bond drive in the United
States and the United Jewish
Appeal may damage the income
of the two bodies, Zvi Herman,
chairman of the Keren Hayesod
Directorate, reported here upon
his return from the United
States and Europe. Mr. Herman
emphasized that -the United
Jewish Appeal received $85,000,-
000 from the Jewish communi-
ties in the United States during
1951.
A proposal . that the Israel
Bond drive in America and the
United Jewish Appeal be placed
under a supreme authority "in
order to prevent damage to the
two bodies" has been made in
an editorial in the Davar, lead-
ing pro - government Hebrew
newspaper. Pointing out that

both drives are important for Is-
rael, the article said that the
conflict now prevailing between
the Israel Bond drive and the
United Jewish Appeal with re-
gard to the timing of each of
the campaigns, will be taken up
at the plenary session of the
Jewish Agency Executive.. The
session is scheduled to open here
on March 12.
