World Celebration of Poet Fichnian's 70th Birthday Features Program Here By BERNARD ISAACS Superintendent, United Hebrew Schools Yaakov Fichman, who has reached his 70th birthday and in whose honor Israel has de- clared a Fichman Week, is known as poet, literary critic and pedagogue. He began writ- ing poetry at a very early age, when he published a collection of poems entitled "Givolim," and has continued his poetic writ- ings ever since. Fichman is a lyrical nature poet with an ex- ceptionally fine style. As a literary critic, Fichman is known for his constructive criti- cism of the works of many mod- ern writers. For tickets, write Mrs. Jacob, 2326 Clements.,, Drug Aids Reducers Israel to Keep Military Governorship Over Arabs in Interest of Security JERUSALEM, (JTA)—The Is- rael government's policy of maintaining military governor- ship in Arab districts of Israel won the approval of the Israeli Parliament after a heated de- bate during which the Com- munists and the left-wing Mapam party sought their elimi- nation. The House gave the gov- ernment a majority of 42 on its policy. The issue was first raised by the Communists and Mapam three months ago and was re- ferred to the Foreign Affairs and Security Committee. The committee reported that "as long as present security conditions as well as the state of relations between Israel and her neigh- boring states remain unchanged, the military governorships should be continued to protect the security of the state." The committee report noted declarations made to the com- mittee by Prime Minister and Minister of Defense David Ben- Gurion that the government was continuing to eliminate all dis- crimination against Arab citi- zens in any field and had set up a special board to ensure this. Mapam spokesman Y. Rifkin. assailed continuation of the military governorships and de- manded "a new democratic poll- - cy."
