studied conditions in various
countries abroad.
The report said that Israel
would accept a place in the pro-

"without question and without
delay" were it not for the re-
fusal to participate of the Arab

Great Britain, France and Tur-
key to invite Israel to join.
The solution of the Arab refu-
gee problem, the report stated,
"should be based on resettlement
of the refugees in underpopulat-
ed areas, notably - like those in
Syria, Iraq and Jordan, includ-
ing the purchase of lands for
this purpose when necessary."
