Another Warning to Merchants
Against Racketeering Solicitors

The American Association of English-Jewish Newspapers
this week found itself compelled to issue another warning to
advertisers and to community leaders against the outrageous
practice of several New York newspapers and magazines—
none with more than a few dozen readers in any community
outside of New York—which are billing advertisers without
advance notice. The new practice substitutes for the out-
rageous method of clipping ads from local papers and billing
advertisers for them.
The Association points out that many advertisers, es-
pecially non-Jews, have forwarded the bills to the local news-
papers with a comment tantamount to "a plague on both
your houses," refusing to advertise in any Jewish periodical
because of their being dunned by irresponsible out-of-town
publications.
Local Better Business Bureaus and the National Better
Business Bureau now are studying the malpractice with a
view of charging them with abusing U. S. Postal regulations.
Numerous complaints against the offenders -have been re-
ceived by the Detroit and other Better BusinesS Bureaus.
These Bureaus warn merchants against being high-pressured
into advertising in the irresponsible. publications. They urge
that great caution should be exercised by those solicited, that
the dunning letters should be forwarded to the Better Busi-
ness Bureaus together with the original envelopes in which
the bills are received, in order to facilitate action planned
against the offenders.
The publishers' association has expressed concern over
the fad that organs - of national organizations have become
involved in the racket. The National Community Relations
Advisory Council previously has dealt with this matter but
now has refused to continue "policing" these organizations
and magazines. Under the circumstances; the publishers
assert, they will be compelled to expose the offending groups
during the coming few weeks. They have expressed the hope
that their restraint of the past three years, when they dealt
with NCRAC, will be justified by the national organizations
abandoning their practice, thus avoiding a public scandal
which now appears unavoidable since the Better Business
Bureaus have received numerous complaints.
