The report s ay s that the members of t h e Commission find neither Israel nor t h e Arabs ready to come to an agreement, and charges both with being equally guilty for the f ail u r e of the negotiations which were carried on this year in Paris and previously in Lau- sanne and in Geneva. The government of Israel, the report says, is not prepared to implement the resolution of the General Assembly of Dec. 11, 1948 which stated that Arab re- fugees wishing to return to their houses in Israel territory should be permitted to do so at the earliest practicable date. T h e Arab states, on the other hand, the report points out, are not prepared to implement the part of that resolution which calls for a final settlement on all questions outstanding between them and Israel. T h e Commission emphasizes in its report that it took into account the fact that positive progress in the transition from war to peace in Palestine is im- possible as long as the problem of the Palestine refugees re- mains unsolved. It concludes by stating that it considers that further efforts towards settling the Palestine question could yet usefully be based on the prin- ciples underlying the proposals it had submitted to the parties in September of thiS year in meetings held in Paris. In these proposals, the Com- mission suggested that an agree- ment be reached concerning war damages arising out of the hos- tilities of 1948, such agreement to include mutual cancellation of such claims, by the govern- ments of Egypt, Jordan, Leban- on and Syria and Israel, that Is- rael agree to the repatriation of a specified number of Arab refugees; that Israel accept the DPs Must File Reports With Government Jan. 1 Semi-annual reports, required by law from former displaced persons in the United States, are due for filing on or before Jan. 1, Resettlement Service, Jewish Welfare Federation agency for service to new arri- vals, has reminded former DPs in this area. People who were single at the time of arrival should file their own personal reports.
