State Department Confirms Denial
Of Visa to Nobel Winner, Dr. Chain
WASHINGTON, (JTA) — The
State Department confirmed a
report that an American visa
was denied to Dr. Ernest B.
Chain, Nobel prize winner for
his co-discovery of penicillin,
who was scheduled to be a prin-
cipal speaker at the Weizmann
Institute dinner in New York
given in honor of t. h e 77th
birthday of the President of Is-
rael.
Under Secretary of State
James E. Webb emphasized that
the denial was based on exist-
ing laws. Visa issuance, he de-
clared, is covered by laws enact-
ed by Congress, and visas can
be .neither issued nor denied at
the discretion of the Secretary
of State. Webb indicated he
could throw no more light on
the case.
Internal Security Act, the so-
called McCarran Act which was
vigorously opposed by Senator
Herbert H. Lehman and other
li berals.
A visa was denied Dr. Chain
earlier this year when he sought
to come from Rome to a meet-
ing of the United Nations World

the UNWHO's five-man expert
committee on- anti-biotics, was
to have discussed penicillin pro-

Chain was made public by
Meyer Weisgal, chairman of

politics and pointed out that
the State Department's re-
fusal to give special reasons
for the visa denial represents
a threat to civil liberties.
Another State Department
spokesman said that it is the
policy of the Department not
to give - reasons for barring a
person, but only to say that he
is "inadmissable."

In the past, Isreali authorities
have not interfered with Cargo

ships entering Israeli ports. Au-
thorities explained that their
latest action was due to the fact
that the seized cargo was of an
exclusively military nature. The
Egyptian authorities make it a
regular practice to seize all car-

Goldmann Asks Direct
Claim's Talks with Reich
LONDON, (JTA)—Dr. Nahum
Goldmann, acting chairman of
the World Jewish Congress and
Co -chairman of the Jewish
Agency executive, called upon
the Israel government and the
Jewish people to .-negotiate di-
rectly with the West German

claims and not to depend upon
the Allied governments to' -press
Jewish claims against Germany.
Dr. Goldmann, who made the
appeal in a speech before the
annual conference of the British
Section, of WJC, conferred with
the American High Commission-.
es .for Germany, John J. McCloy,
during the week-end on prob-
lems raised at the . recent New
York conference on restitution.
Dr. Israel Goldstein, chairman
of the American Jewish Con-
gress and head of the WJC
Western Hemisphere executive,
asserted, that Latin America has
become the center of the inter-
national N a z i movement. He
linked the Nazi and Arab corn-
munities in Latin America, and
pointed out that in some regions
this combination was more in-:
fluential politically and larger
numerically than the Jewish
communities.
He - added that anti-Semites

Variation on a Benediction Theme
One of the finest illustrations of Israel laughing at itself is the
following anecdote. A recent arrival of deep religious persuasion
just -wouldn't believe that Israel's Premier breaks bread without
pronouncing the traditional benediction over that product. After
many efforts the' curious man finally managed to get Ben-Gurion
on the phone. He assured the Premier he wouldn't tax his patience
nor consume too much of his time. All he wanted to know was
whether the Premier pronounced the blessing over bread at his
meal. "Surely," replied.the. Premier ; "and if you doubt that I can
recite the benediction from memory I will prove it to you right
noW." The caller beamed at the thought of being the lone audi-
ence to a Ben-purion recitation but there is no record of what
he thought or said when he heard the Premier boom over the
phone "Blessed art thou King of the Universe who -bringeth forth
bread from outside Israel."

Poor Ghost Writers
If ghost writers in Israel were to depend for their living on
Premier Beri.Gurion they would soon enough become pure and
unadulterated spirits. The Premier never deviates from his im-
peccable literary habit of writing his own speeches and letters by
hand. Only on rare occasions does he use a stenographer.
On one occasion, when he was to deliver an address at a minor
government function, Ben-Gurion blurted out that. he hadn't pre-
pared a speech. One of his subordinates. thereupon extracted a
prepared address from his pocket and handed it to Ben-Gurion,
who patiently waded through the document. When he finished
reading it he resonantly remarked: "It is an excellent speech--
but for another speaker."
