ZOA Adopts $1,750,000 Program:
To Send Israel 20,000 Packages

CHICAGO, (JTA) — The Na-
tional Administrative Council of
the Zionist Organization of
America, at a two-day confer-
ence here, adopted a program of
projects in this country and Is-
rael which will entail a budget
of $1,750,000. Of this sum, $700,-
000 will be needed for the
American portion of the pro-
gram.
The program calls far the es-
tablishment in Israel of 10 trade
schools and an American busi-
ness college, in addition to the
recruitment in this country of
technically .- trained chalutzim
who will bring to the Jewish
state much heeded professional
and mechanical 's kills and
teachers to train Israelis in
many vocations. It was also an-
nounced that the ZOA will
send an additional 20.000 indi-
vidual food packages to families
in immigrant work villages, and
that each package will be sent
to a specific family whose name
has been chosen by a ZOA mem-
ber donor.
On the American scene, the
new ZOA program calls upon
Zionists to participate actively
in welfare funds and community
councils, and urges the dem-
ocratization of the American
Jewish community by bringing
Jewish welfare funds within the
administratrive framework of
local community councils with
a wide, democratic composition.
Benjamin Browdy, ZOA presi-
dent, commenting on the an-
nouncement last week of the in-
stitution of a policy of selective
immigration to Israel. warned
that this was the sounding of an
alarm of a grave crisis in the.
Jewish state. Characterizing the
move as "long overdue," Mr.
Browdy pointed out that the
selective policy will guarantee
that newcomers to Israel will
constitute a productive group
capable of taking care of itself.
The ZOA president criticized
the American Jewish Congress
for claiming to represent all
Zionist organizations at its re-
cent convention where it
adopted a resolution criticizing
President Truman's appoint-
man of the Administrative
Council, who presided, and
Louis Lipsky, chairman of the
American Zionist Council, were
among the featured speakers at
the meeting. The conference
adopted a resolution felicitating
Mr. Lipsky on his 75th birthday.
(At the Chicago ZOA meet-
ing it became evident that
there will be many candidates
for the ZOA presidency at•the
next annual convention. Can-
didates on the scene today
include: Rabbi Irving Miller,
who has the blessings of
Emanuel Neumann; Mortimer
May, who is backed by the en-
tire southern ZOA member-
ship; Abraham Redelheim, the
candidate of Benjamin Browdy,
who will retire next spring; .

Brother from Israel
Pays Visit to I. Katz
Benjamin Katz, of Israel, visit-
ed this week his brother Irving
I. Katz, executive secretary of
Temple Beth El, and his family.
The brothers had not seen each
other for thirty years.
Benjamin is on a visit in this
country to study the latest
American techniques in the pro-
duction of tires. He is stationed
at the Dayton Rubber Company,
Dayton, 0.
He is associated with the Al-
liance Tire and Rubber Com-
pany, Ltd., a new Israel corpora-
tion for the manufacture of
tires, tubes and other related
products, which is being finan-
ced by American and Israel busi-
nessmen. The new plant is lo-
cated at Hadera, between Haifa
and Tel Aviv, and will employ
about 1200 people.
JWV to Hold Donor
Victory Celebration
To celebrate the success of its
donor luncheon the Department
of Michigan, Ladies Auxiliary of
the Jewish War Veterans, will
hold a victory party at 8:30 p.m.,

Among the highlights of the
conference will be talks by Prof.
Martin Buber, scholar, author
and lecturer, now visiting pro-
fessor of philosophy of the
Seminary; and Dr. James Mc-
Grath, U. S. Commissioner of
Education.

U. S.: Grant-in-Aid Will Help Provide
Israel with Food, Official Says
NEW YORK—(JTA)--Part of
the $65,000,000 recently voted by
the U. S. Congress as American
grant-in-aid to Israel may be
used for the purchase of food
and other consumption com-
modities, Bruce McDaniel, new-
ly appointed director of Tech-
nical Co-operation for Israel,
declared at a press conference
here.
Mr. McDaniel said he expects
to reach Israel by Dec. 10 and
will remain there for two years.
He emphasized that the terms of
American economic aid to Israel
do not require the Jewish state
