Claims Against Germany

statement issued by Conference in New York Oct. 25-26

This Conference was called together for the sole
purpose of considering Jewish material claims against
Germany.
The Conference, recalling the appalling martyr-
dom and losses suffered by Jews at the hand of Nazi
Germany, declares that crimes of the nature and
magnitude perpetrated by Nazi Germany against
Jews cannot be expiated by any measure of material
reparations. No indemnity, however large, can make
good the destruction of human life and cultural values
or atone for the agony of the men, women, and chil-
dren tortured or put to death by inhuman devices.
Every elementary principle of justice and human
decency requires that the German people shall, at
the least, restore the plundered Jewish property, in-
demnify the victims of persecution, their heirs and
successors, and pay for the rehabilitation of the sur-
vivors. In this connection the Conference recalls the
note of the Government of Israel presented to the Oc-
cupying Powers on March 12, 1951.
The significance _of the statement made by the
Chancellor of the German Federal Government on
September 27, 1951, and approved by the West Ger-
Man Parliament, acknowledging that the unspeakable
crimes committed during the Nazi regime impose
on the German people the OliiigitiOn to make amends,
will be judged by the speed and extent of its imple-
mentation.
The Conference notes that no acknowledgment
óf responsibility or readiness to make any amends
fias been made by Eastern Germany.
1• The Conference:
1.. -Records its wholehearted support of the claim ad-
, iranced by the Government of Israel in respect of
the rehabilitation in Israel of victims of Nazi per-
secution.
2. Demands satisfaction of all other Jewish claims
against Germany, including claims for restitution
and indemnification by individuals, successor or-
ganizations and others, and for rehabilitation of
the Jewish victims of Nazi persecution.
3.. Calls for immediate steps to improve existing resti-
tution and indemnification legistation and proce-
dure, to enact such legislation where it does not
exist and to speed up the settlement of Jewish
claims in these fields.-

TUJA Speeds Aid:

following last week-end's National Report Con-
ference of the United Jewish Appeal.. Close to

Conference brought with them many millions of
dollars in checks as installments by communities on

The United Jewish Appeal report conference at the Commodore Hotel and the two-day
meeting of Jewish leaders from all parts of the globe at the Waldorf-Astoria were significant
in all their aspects. The UJA again emerged as one of the most vital factors in the redemption of
Israel and the saving of the lives of hundreds of thousands of Jews. The sessions convened by
the Jewish Agency clarified the issue involving tito securing of reparations from Germany.
The statement of principles published in full o n this page outlines the sentiments of Jewish
leadership. There is no question involved—as Dr. Nahum Goldmann pointed out of dealing
with Germany, since it may take generailolis to adjust German _ Jewish relations as a result of
the brutalities that were meted out by Germans. The problem which was tackled by the rep ..

In one of the most impressive addresses ever heard at a national Jewish gathering, Edward
M. M. Warburg, general chairman of the UJA, declared that "it becomes a matter of utmost
concern to Americans and free people everywhere that Israel be helped to secure her democracy
on the firmest economic footing." Describing his negotiations with Israeli leaders in Jerusalem,
Mr. Warburg paid a glowing tribute to Israel and her people for sacrifices which he invited his
hearers to share in the highest humanitarian interests.
Dr. Nahum Goldmann, chairman of the Jewish Agency, pleaded for unity in Jewish ranks

U. S. Secretary of Labor Maurice J. Tobin, in his address at the concluding session, urged
strong support for Israel, graphically describing his visit there.

Wellstein, 75, Austrian impressario and friend of
Caruso, is seen with a fellow newcomer upon re-
cent arrival here under the sponsorship of United
Service for New Americans, major immigration
and resettlement agency in the country for Jewish
survivors. Mr. Wellstein, who aided innumerable
artists at the Vienna Volks Opera House, will be re-
settled in a mid-West metropolis where a job as
music teacher awaits him United Service receives
funds from the United Jewish Appeal campaigns.

Chemicals Build Israeli:

Workmen build the new plant of Fertilizers and
Chemicals, Ltd. in Haifa Bay, major processor of
chemicals in the State of Israel. $1 ,400,000 has
been allocated to this firm out of the first $50,-
000,000 of ISrael Bond proceeds, to make possible
large-scale expansion of the country's chemical
