Israel Expects to Balance Defense Budget, Kaplan Says JERUSALEM — (JTA) — In- creased income will soon permit the Israel government to bal- ance its defense budget as well as its regular budget, Finance Minister Eliezer Kaplan told Parliament as he opened debate on his request for a 27,400,000- pound appropriation for the next three months. This would cover the regular budget, but not the defense budget whose total is kept secret. The government's inability to balance the defense budget in the past forced it to issue Treas- ury bills which have become an inflationary force in the na- ational economy. The regular budget has always been bal- anced. Mr. Kaplan revealed that in- come for the first five months of the fiscal year — April through August — has been 66 percent higher than originally estimated. As a result, it has not been necessary to issue any Treasury bills of late. The chief source of the government's rev- enue remains income taxes. Gener al Zionists remained neutral and are expected to support the government budget request. The left-wing Mapam Party attacked the budget, as- serting that it gives the govern- ment too much power. NEW YORK—(JTA)—Israel is in the grip of the worst crisis to confront it as a result of a dollar shortage that has cut its food supply and is impeding settlement of many thousands of immigrant refugees, William Rosenwald, a national chairman of the United Jewish Appeal, said on his return from a three- month survey of overseas needs. "Ikhile I am deeply impressed by Israel's achievements," he said, "I am deeply disturbed by the lowered morale of its people as a result of the many grave shortages of food, housing and health facilities." He said that "if Israel a few weeks ago had been in a position to acquire emergency food imports cost- ing 816,000,000, this would have been • sufficient to tide the country over until its fall crops could be distributed." . He warned that the food shortage 'has hit especially hard at Israel's immigrants, 250,000 Of whom are in reception camps and work villages."
