Bond Leaders Warn, 'Austerity at Breaking Point'
`Israel Bond Drive Aids Democracy,'
Henry Morgenthait Tells Conference
WASHINGTON—(JTA)—More
than a thousand delegates at-
tending the first national eco-
nomic conference on Israel here
heard former Secretary of the
Treasury Henry Morgenthau,
Jr., relate the $500,000,000 Israel
Independence bond issue to the
defense of democracy and the
Point Four program.
"The language of the bond
issue is the language of Presi-
dent Truman's program for the
rehabilitation of under-develop-
ed areas," Mr. Morgenthau,
chairman of the board of Gov-
ernors of the American Finan-
cial and Development Corpora-
tion for Israel, told the confer-
ence.
Israel Increasing Austerity
To the Breaking Point
Referring to reports of food
shortages in Israel, Mr. Morgen-
thau said that "the Israelis are
giving up their food to build
factories. They are going with-
out the basic necessities of life
to build irrigation projects, to
establish new farms and to de-
velop newly-discovered mining
areas. They are intensifying
their austerity to the breaking
point because they want to in-
vest every available dollar to
secure their future and to ab-
sorb additional tens of thou-
sands of newcomers."
U. S. Secretary of Labor
Maurice J. Tobin, who recent-
ly visited Israel, told the con-
ference that, mindful of the
basic pattern of production as
the secret of the success of
the United States, Israel is
placing greatest emphasis on
expansion of its industrial
and agricultural development.
Mr. Tobin stressed the de-
cisive importance of the bond
issue and said that Israel

Rep. Jacob K. Javits told the
conference that events had
shown United States national
security to be closely linked with

Israel. He described the Jewish
State as "the hard core of re-
sistance to a possible commun-
ist drive" in the Middle East.
Robert R. Nathan, economist,
said that Israel was 'a success
story without parallel in the
economic history of mankind."
Israeli bonds are an "excellent"
investment, Nathan told the
conference, because their pro-
ceeds will go into productive
equipment. "The Israelis have
the know-how, and the combin-
ation of know-how plus modern
equipment is the key to success,"
he asserted. -
The conference ended its four-
day gathering with a call for
total mobilization of American-
Jewry in behalf of the $500,000,-
000 State of Israel Independence
bond issue. The conference acted
after a cabled message was read
from Premier David Ben-Gurion
stressing the "paramount im-
portance" of the bond issue "in
this period of greatest immigra-
tion and economic expansion."
The Israeli Premier said that
"economic growth is the key to
our capacity to continue to ab-
sorb mass immigration; self-
support is the backbone of our
existence as a free and creative
nation."
The major resolution adopt-
ed by the conference gave the
Israelis "the fullest assurance
that we shall stand by them in
the fulfillment of the econo-
mic tasks that are indispen-
sable to their secure future."
- Measures to implement the
mobilization call, adopted in
resolutions, called for: 1. crea-
tion by each community of a
mechanism to embrace all
supporters of the - bond drive
into "a co-ordinated perman-
ent unit devoted to the single
purpose" of continuous sale of

tual Security Program as "a new
and concrete expression of the
cordial relations between Israel
and our own country which will
promote- the peace and security
of the Middle East."
Rep. Emanuel Celler, address-
ing the conference said that "it
is this bond issue which will ul-
timately release Israel from the
status of being looked upon as a
philanthropic venture."
Leon Keyserling, chairman of
President Truman's Council of
Economic Advisers, told the con-
ference that "from the viewpoint
of the economist who has tried
to look at the affairs in the his-
tory of nations, and in terms of
2,000 years of history and of the
achievements already written in
Israel since statehood three
years ago, there can be no obli-
gation of any kind which can be
bought with more surety than
the bonds of Israel."
Julian B. Venezky, chairman
of the executive committee of
the bond drive, announced that
33 national Jewish organizations
were actively participating in
the national conference.
