Importation of Non-KOsher Meats
Aggravates Food. Problem in Israel

JERUSALEM — Opp o s i t ion
in the Israel Parliament Mon-
day night attacked the govern-
ment's food rationing and dis-
tribution system as "bureaucra-
tic and' inefficient" during the
debate on the food policy. The
religious parties appealed for a
halt in the importation of non-
kosher meats.
At the conclusion of the de-
bate which was begun last week,
Minister of Agriculture Pinchas
Lavon defended his policy in-
sisting that in the present sit-
uation of continuing immigra-
tion and expanding production
Israel cannot have an absolutely
• free economy. He said that all
the planning possible was being
done as far as the food policy
was concerned. He admitted that
mistakes had occurred in the dis-
tribution system but that they
had been rectified.
Replying to criticisms of trade
relations with the Eastern
European countries, he agreed
that some of the trade pacts,
notably those with Polan d,
Czechoslovakia and Hungary,
had not been completely ful-
filled. This, he said, was because
the countries concerned were
unable to sell Israel goods it
needed now because of pressure
from the west. He pointed out
that the Romanian and Bul-
garian treaties had been corn-
pletly fulfilled. The Polish pact
was only 42 percent fulfilled, the
Czechoslovak pact 30 percent
and the Hungarian agreement
50 percent, he disclosed.
Replying to the orthodox cri-
tics, the Minister said that the
non-kosher meat had been pur-
chased at half the regular price.
at a time when the nation was
suffering from an acute meat
shortage. It seemed unfair to
deprive the non-orthodox por-
tion of the population of meat
supplies, he continued.
A three month budget request-
ing 27,400,000 pounds for the
October-December fiscal period
was presented to parliament.

Mapai-General Zionist Coalition Is
Closer After Mapam Breaks Talks
JERUSALEM, (JTAl—Premier
David Ben-Gurion will reveal in
a few days whether he is able to
form a coalition government
based on the July 30 national
election, he said in a brief "re-
port to the nation" delivered in
the Knesset.
The Premier reiterated the
four principles upon which any
coalition government he leads
must base itself. These points he
listed as: building national
security; gathering-in the ex-
iles; building up the country;
and, strengthening world peace.
After his speech, representa
tives of various opposition par-
ties insisted that all parties in
the country couldn't agree on
these points. But, they said, the
problem holding up the forma-
tion of a government is how to
implement these principles.

PARIS—Maurice Fischer, chief
Israel delegate to the United
Nations Conciliation Commis-
sion-sponsored "peace confer-
ence" here, has accused t h e
Arab states of attempting to de-
feat in advance the peace efforts
of the UN Commission. The ac-
cusation was revealed with the
release by the Israel Legation in
Paris of Mr. Fischer's statement
at a closed meeting with the
members, of the commission.
"The declarations of certain
leaders . proclaiming that the
Arab states will never make
peace with Israel even to the
end of time show a disposition.
that is as little compatible with
the "spirit of peace as it is the
spirit which inspires the Com-
mission," Mr. Fischer declared.
Arab participation in the talks
will be nothing but "curt for-
mality lacking any reality, until
such time as. the Arabs show a
sincere desire to live in peace
with their Israeli neighbors by
abandoning their position of ex-
treme hostility," he added.
The Israeli statement declared
that the word "conference"
means a. meeting around a table
with interested parties partici-
pating. It asked the Conciliation
Commission make clear that
the separate sessions form of
this parley had been forced on
it by the Arab refusal to meet
directly with Israeli represen-
tatives.
