B-G Told Zionist
Coalition Terms

JERUSALEM, ( J T A ) -- The
terms on ,which the General
Zionist Party, second largest in
the Israeli Parliament, would be
prepared to enter into a new
government coalition were sub-
mitted to Premier David Ben-
Gurion by Dr. Peretz Bernstein
and Mayor Israel Rokach, lead-
ers of the centralist party.
The conditions reportedly in-
. elude such demands as a single
unified school system for Israel
replacing the present four sys-
tems, and the transfer to gov-
ernment hands of the labor em-
ployment exchanges now oper-
ated by the Histadrut, the Israeli
labor federation.

Zionist Organization Given
Special Status in Israel;
23rd Congress Adjourns

JERUSALEM, (JTA) — T h e
23rd World Zionist Congress,
first to be held since the es-
tablishment of the State of Is-
rael, concluded its deliberations
and adjourned after proclaim-
ing a new statement of "the
tasks of Zionism" and b 1 u s-
printing the movement's rela-
tionship with the Jewish state.
The Congress adopted a $207,-
000,000. budget for the coming
year and elected a new Execu-
tive with Dr. Nahum Goldmann
of New York and Berl Locker of
Jerusalem as joint chairmen.
The Congress did not, as had
been expected, proclaim a new
"Jerusalem Program" redefin-
ing the ultimate 'aims -of Zion-
ism, and the Basle Program of
1897 will remain imprinted on
the Shekel.
Ezra Shapiro, of Cleveland,
chairman of the Congress Com-
mission on Fundamental Prob-
lems which had been charged
with the task of drafting a "Jer-
usalem Program," pointed out
there had been no unanimity in
his commission on the subject
and it had therefore been de-
cided to abandon the attempt to
draw up this program.
Dr. Goldinann, president of
the Congress, told the dele-
gates that the debate on fun-
damental aims of Zionism

could continue until a for-
' tunate formula _ were found.
Three years after the establish-
ment of the Jewish State, he
pointed out, it was not yet-
possible to formulate the ulti-
mate aims of the Zionist
movement. He stressed that
these could not be formulated
by a majority , vote.

The 16-day conference wound
up at 4 a.m. Thursday morning
with the traditional- singing of
Hatikvah by delegates a n d
guests. Despite considerable ac-
rimony- shown in the debate on
resolutions before the plenary
session, a large degree of un-
animity was achieved.
The statement on the tasks of
Zionism which proclaimed them
to be "the strengthening of the
State of Israel, the ingathering
of the exiles in Eretz Israel and
the fostering of the unity of the
Jewish people," was adopted by
a vote of 286-0 with the Herut
Party abstaining. The Mapam
voted for the statement after its
own amendments were defeated.

A denial that Singer was an ac-
credited rabbi came from Dr.

Jewish Statistical 'Bureau in
New York.
"People in trouble often claim
to be rabbis," , Dr. Linfield said,
adding, "and we want to stamp
out this practice."
