Congress Observes JNF Golden Jubilee JERUSALEM, (JTA) - A spe- cial session of the 23rd World Zionist Congress celebrated the Golden Jubilee of the Keren Ka- yemeth, the Jewish National Fund. Dr. Nahum Goldmann, presi- dent of the Congress, told the gathering that the transforma- tion of rootless persons into men of the soil was an integral part of the Zionist revolution. Eliezer Kaplan, - Israeli Minis- ter of Finance, told the gather- ing that he could not express the Government's view on the controversial issue of merger of the national funds. He stressed the role of the JNF in obtain- ing loans needed by the coun- try and said he knew that the government needed the coopera- tion of the JNF. Dr. A. Granott, world head of the fund, pledged to the gather- ing that the JNF would continue its effort to live up to its past record. Rev. J. K.
