Set Aug. 14 As Date For World Zionist Congress JERUSALEM, (JTA) — Eliahu Dobkin, head of the organiza- tion department of the Jewish Agency executive, told a press conference that he has been empowered by the World Zionist executive to announce' that the forthcoming World Zionist Con- gress • will open in Jerusalem on Aug. 14. Mr. Dobkin reported that elec- tions of delegates to the Con- gress have already taken place in more than 40 countries. In Israel the elections will be held on June 30. About 1,900,000 shekolim, giving each purchas- er the right to vote in the elec- tions, have been sold and 495 delegates will be elected. This includes 210 delegates from Israel who will be elected by 665,000 voters. The Congress will discuss the desirability of issuing a Jerusa- lem Proclamation to replace the Basle Proclamation — issued by the First World Zionist Congress in Basle in 1897—in view of the fact that the aim of the Basle Proclamation, the establishment of • a Jewish state, has been achieved. It will also discuss the question of broadening the Jewish Agency, Mr. Dobkin said. "Anti-Collectivist" Parties Will Win, Dr. Silver Predicts American Jewry to the estab- lishment of the state. Dr. Silver has accepted an in- vitation to visit South Africa in June to participate in the South African celebration of the Gold- en Jubilee of the Jewish Nation- al Fund. The invitation was ex- tended to Dr. Silver by Dr. A. Granot, head of the JNF, during his recent visit here. The tour will be under the auspices of the South African Zionist Federa- tion and the Jewish National Fund.
