UN Carpenters Made No Provisions
Against Propaganda Techniques, But
Can Handle Arabs' Knotty Problems

When the founding fathers at
San Francisco first hammered
the Unit e d Nations together
plank by plank, they had no il-
lusions about 'heir carpentry.
They were building not only a
world organization but also a
global platform finer than any-
thing the politicians had ever
had . for disseminating propa-
ganda.
What the f o u n d i n g fathers
probably foresaw less clearly,
however, was that propaganda is
a protean monster and that their
great peace structure could be-
come suborned to its purposes
in many ways.
The Security C o u n c i 1, top
peace organ of the world organ-
ization, was given the responsi-
bility of policing the interna-
tional neighborhood and disci-
plining unruly elements.
To carry out this assignment,
of course, it was primarily in the
business of hearing complaints
by peaceful members of the
community against the aggres-
sive actions of the unruly.

Arabs Chief Victimizers

But it wasn't long before the
propaganda possibilities in such
a set-up were perceived by those
who wanted to employ such
techniques, or who were forced
to by the failure of their other
practices. The possibility lay in
bringing complaints before the
Council against a neighbor you
• didn't like whether there was a
decent case against him or not.
It didn't matter whether the case
fell flat; the object was to label
the victim as an aggressor
through the charges you made.
One g r o up of UN members
have become past members of
propaganda—the Arab states of
the Middle East. And the victim
is their tiny neighbor, Israel.
Arab attempts to .get Israel
hailed before the Security Coun-
cil are becoming a periodic af-
fair. Over a period of three or
four months last fall, the com-
plaints came in thick and fast
from Jordan, from Egypt, from
Lebanon. To observers it looked
like a gang-up. The Security
Council, already immune to Arab
antics in connection with Israel,
placidly let the accusations pile
up. But Egypt was a Council
member, and finally there was
no denying her determination.
Thet only embarrassment suf-
fered at the Council hearings
was on the accusing side. The
Arab charges impressed no one.
On the other hand, the Council
found it impossible to deny the
validity of certain counter-
chargts raised by Israel. The
testimony of General William E.
Riley, head of UN's permanent
watchdog operation in Palestine,
helped the Arabs little, Israel
much.
The only concrete result of the
sessions was a decision to have
a further report on whether
Egypt would agree to call off its
blockade of Israel-bound goods
through the Suez Canal. If not,
the Council indicated it meant
to do something about that sit-
uation.

Score Public Works Plan

The Israelis are accused of ex-
tending a public works program
into a portion of a demilitarized
zone, accompanying this labor
with a few stray shots in an
Eastward direction. In an offi-
cial complaint to the Security
Council, venerable UN elder
statesman Faris El Khouri of
of Syria thunders about Israel
"aggression." But the thunder
has a familiar ring, and the
charges on which it is based are
even less serious than the ones
that have come before.
The main r e a s o n, however,
why the Security Council can't
work up any real interest in the
Arab antics is tha'.:, no matter
how much of a kicking around
the Arab goliath is getting from
the Star of David, there is a
fully set up and functioning UN
truce observation organization
in the Middle East, which has
primary responsibility on Se-
