Both Parties in Conflict Rebuked by U.S.

WASHINGTON—The Soviet Union has lined up against Israel in the Syrian dispute which is
expected to be heard before the United Nations Security Council in the near future, it was indicated
Tuesday in a report originating in Damascus and broadcast by the Cairo Radio.
The Damascus report was quoted as saying that the Syrian Foreign Ministry has announced that the Soviet
Union has informed London and Washington "of its astonishment at Israel's bold aggression on the Syrian frontier
despite a tripartite statement in which the three western powers undertook to preserve the existing conditions in the
Middle East. In the opinion of Soviet _Union, every new Israeli aggression to which Syria is exposed is nothing but
a conspiracy approved by Britain and America against the independence of Syria.
A spokesman for the embassy of the Soviet Union said in Washington Tuesday that the embassy here had no
information on the reported Soviet expression mentioned in the Arab report. The embassy was asked it if was true
that the Soviet representatives in Washington had "communicated with the State Department on the Israel-Syrian
question."
A state department spokesman said Tuesday afternoon that the department has had no word from the Soviet
Union in which the Soviets expressed themselves as mentioned in the Damascus report.
Orders to Fire on Israeli Troops Given to Syrian Troops
LONDON—Syrian troops Monday received orders to fire on Israeli forces if they try to liberate El Hamma
from Syrian occupation. The village El Hamma on the Israel-Syrian frontier was invaded last week by Syrian soles
diers who killed seven Israeli policemen there.
Thousands of students in Damascus paraded in the streets Monday calling for armed action against Israel, the
Damascus correspondent of the London Daily Express reports. He says that the Syrian Premier Kahalid El Azern
told him Monday night that Syria is determined not to let
Israel re-enter the village of Hamma. "If they will, they will

UNITED NATIONS, N. Y.—With vigorous efforts being
made by Washington in Tel Aviv and Damascus to settle the
Syrian-Israeli trouble out of court, UN Security Council
sources here Tuesday were uncertain whether the Council
would meet to hear the interchange of formal complaints
lodged with the UN Security organ by Israel and Syria over
the week-end. These sources said that if the settlement at-
tempt failed the council would probably convene on the case
later this week.
Sharp U.S. Warning to Israel and Syria
WASHINGTON, (JTA) —The bombing of Syrian troops
by the Israel Air Force was c ondemned in a statement
by the State Department. The essence of the statement was
that both Israel and Syria were in the wrong.
The State Department said it wished to make known what
George C. McGhee, Assistant Secretary of State for Near East-
ern Affairs, told Israel Ambassador Abba Eban and Syrian
Minister Faiz El Khouri when they called at the State De-
partment Friday to discuss the trouble between Syria and

that the Security Council be convened to act on
the clash between Israel and Syria in the de-
militarized zone of the Huleh area, Israeli Am-
bassador Abba Eban asked that three accusations
against Syria be placed on the Council Agenda.
The Israeli representative asked for "urgent
discussion" of:- 1. Persistent firing by Syrian
forces on Israeli workers engaged in the Huleh
drainage project; 2. Entry of Syrian armed forces
into Israeli territory near Hamma; 3. The killing
of seven Israeli civilian policemen during the
invasion in the vicinity of Hamma.
Earlier, in a letter addressed to the president
of the U. N. Security Council, Mr. Eban listed
seven breaches of the Israeli-Syrian armistice
agreement committed by Syria. He pointed out
that the Israeli Government considers Syrian
interference with the Huleh drainage work,
coupled with the attack at Hamma, as "a pre-
conceived and malicious frontal attack on the
peaceful implementation of the armistice agree-
ment."
