GENEVA—The government of Israel and the International
Labor Organization, specialized organ of the United Nations,
have signed an agreement providing for the ILO to supply labor
and social insurance experts to assist the Jewish state, it was
announced here. Dr. I. Kahany, Israel representative in Geneva,
and David Morse, director-general of ILO, were the signatories.
The experts will be placed at Israel's disposal for a period of
six to 12 months, with the UN unit paying transportation ex-
penses and salaries of the personnel to and from Israel. The
Jewish state will pay the expenses and the daily living allow-
ances of the experts.
The agreement also provides for Israel to supply a number of
candidates for ILO fellowships in foreign countries where the
candidates will study new methods of labor and social insurance
administration worked out there. The expenses of these men
and women will be shared equally by ILO and the Israel govern-
ment.

ADL Warns of Upbuilding of New
Arab League Propaganda Campaign

Is the Arab League organiz-
ing a revival of its propaganda
campaign in the United States?
Recent visits to this country
by high Arab officials' and a
consequent step-up in anti-Is-
rael proselytism point to that
conclusion, the Anti-Defamation
League of Bnai Brith reports.
Most obvious sign that Arab
propaganda is shifting back into
high gear occurred last October,
ADL officials declare, when Ab-
del Rahman Azzam and his en-
tourage arrived here and set up
headquarters in a New York ho-
tel.
As secretary-general of the
Arab League, Azzam— an avow-
ed foe of Israel and anti-Jewish
to boot—was recognized as of-
ficial spokesman for Arab mem-
ber states. His position roughly
resembles that of a secretary of
state, and American diplomatic
circles accorded him the pres-
tige and privileges of high-rank-
ing diplomat, including a State
Department sponsored visit to
Washington, D. C., where he was
formally welcomed by Secretar-
ies Acheson and Marshall.
Azzam's close connection with
the Grand Mufti was made evi-
dent by the presence of Raja el
Husseini, a relative of the Grand
Mufti, who worked with Azzam
in the United States as repre-
sentative of the Mufti's "high
command."
While the ostensible purpose
of his visit was to act as ob-
server at the UN at the time the
question of internationalizing
Jernsalem was being debated,
ADL points out that Azzam oc-
cupied most of his time with
"behind - the - scenes maneuvers
designed to attract support for
a widespread anti-Zionist, anti-
Semitic propaganda compaign
which he hoped to launch in
this country."
Before Azzam returned to his
native Cairo in December, he
established contact with a vari-
ety of individuals whom he con-
sidered friendly to the Mufti's
cause, including some of the
more notorious professional an-
ti-Semites in this country, ADL
revealed.
He communicated with Ben-
jamin H. Freedman, the apo-
state Jew from New York whom
he had first met in 1947, Al-
though reportedly contemptu-
ous of the man for being a
renegade Jew, Azzam welcomed
the support of the wealthy anti-
Zionist — until Freedman's
heavy-handed efforts in the

Among the propagandists hir-

ed by Azzam was Yusif el Ban-
dak, son of the present mayor
of Bethlehem and a facile Arab
apologist since he first arrived
in this country in August, 1949.
In speaking tours throughout
the country Bandak has discuss-
ed with audiences "the extent
of Israel's responsibility for the
war in Korea," "how Jewish
capitalism is precipitating World
War III," and similar far-fetch-
ed notions.
He made constant allusions to
"the Zionist-Communists" and
complained that "Zionist con-
trol of the American Press" pre-
vented Americans from learning
about "atrocities committed by
Jewish gangster elements
against Arabian women and
children."
He also accused the United
States government of "conspir-
ing with Russia" to support . Is-
rael because, he said, the Ad-
ministration is "interested in the
Jewish vote."
