Israel Seeks $150,000,000
As Grant-In-Aid from U.S.

WASHINGTON—(ISI) — Israel
Ambassador Abba, Eban, accom-
panied by David Horowitz, di-
rector-general of the Ministry of
Finance, were received by Secre-
tary of State Dean Acheson. Mr.
Eban presented the Secretary of
State with a note from the gov-
ernment of Israel requesting a
grant-in-aid of $150,000,000 for
the 12-month period beginning
July 1, 1951.
The note stresses that these
funds are needed to strengthen
and fortify Israel's economic
position. It recalls with grati-
tude the many acts testifying
to the special ties of friendship
between the peoples of the
United States and Israel and
points to the historic role of
the United States in enabling
many other friendly countries
to achieve economic recovery.

The note stresses the fact
that. Israel's neighbors have
persistently refused to con-
clude a peace settlement thus
straining the resources of
Israel through heavy defense
expenditures.
The third basis for this re-
quest is the undertaking by
Israel to make a contribution
-towards the solution of the
Arab refugee problem in the
Near East. Under arrange-
ments proposed by Israel to
supply the UN Reintegration
Fund, to be used for the re-
settlement of Arab refugees,
Israel is assuming a heavier
financial commitment than
any other member of the UN

According to the note, there
are three basic reasons for the
request. The first is the rate
and scale of immigration to
Israel over the past three
years, emphasizing that with-
in the next three years it is
anticipated that 600,000 imrni-
