Flashback Tells of Bonaparte's Infamous Decree
Emperor Napoleon Shocks Jewry
With Disavowal of Alleged Friendship
PARIS — March 17, 1808 —
Jewry is painfully shocked. The
Grand Sanhedrin, the supposed
hope of World Jewry — estab-
lished by Emperor • Napoleon
has issued a damaging decree.
The Grand Sanhedrin, an as-
semblage of rabbis and Jewish
leaders from all France, called
together by Emperor Napoleon,
after meeting for 13 months has
Young Jewish Professor
Shares Einstein Award;
Deemed Physicist's Heir
PRINCETON, N. J. (JTA)—Dr.
Julian Schwinger, 33-year-old
Jewish scientist whom the scien-
tific world considers heir-appar-
ent to Prof. Albert Einstein, was
honored here and will share
with Prof. Kurt Goedel, a refu-
gee scientist who came to this
country from Vienna in 1939, in
the first Einstein Award for
achievements in national sci-
ence. The award, which carries
with it $15,000, was established
by Lewis L. Strauss, Jewish
leader who served as a rear ad-
miral in the Navy during World
War II and later as a member
of the Atomic Energy Commis-
sion, in memory of his parents.
The award to the two scien-
. tists was voted by a commission
Of scientists headed by Prof.
Einstein. The winners will each
be given a medal bearing the
likeness of Dr. Einstein. Dr.
Schwinger, who was born in
New York and studied at Colum-
bia, is now Professor of Physics
at Harvard, one of the youngest
to achieve the rank of professor
in Harvard's 300-year history.
Dr. Goedel, a mathematical lo-
gician, is a colleague- of Prof.
Einstein at the Institute of Ad ,-
vanced Study here.
During the last war, Prof.
Schwinger worked at the radia-
tion laboratories of the Massa-
chusetts Institute of Technology
where he discovered new meth-
ods for the treatment of elec-
tromagnetic waves; which be-
came the basis for further theo-
-retical and practical work which
"had great civil and military
Significance."
His most recent work has
given science a new understand-
ing of the interaction of light
and matter and the properties
of electrons and light. While he
was still in his early twenties,
the physicist contributed many
important suggestions about the
structure' of atomic nuclei.
Czechoslovakian-born Dr. Goe-
del's work in mathematital logic
is regarded "as one of the
greatest contributions to the
sciences in recent times."
finally issued its first official
decree, which has already re-
ceived the epithet "infamous".
It lists a number of restrictions
upon the Jews of France 'in an
effort to encourage more rapid
assimilation.
The decree provides for the
suspension for 10 years of pay-
ment of all debts owed to Jews
by French farmers. Jews are
now to be denied the right to
settle in certain parts of France
unless they become farmers.
Jews must now obtain special
permission in order to go into
business. Jews are no longer to
be allowed to offer substitutes
in lieu of their conscription into
the army. Christian citizens
still have this privilege.
Reestablishment by Emperor
Napeoleon of the Grand Sanhe-
drin seemed to mark his ma-
jesty as the greatest friend of
the Jews in the modern world.
N o w, however, some sources
claim it was simply a political
maneuver to trick the Jews
into submission.
No word of further explana-
tion has come from the Emper-
or's palace or from representa-
tives of the Grand Sanhedrin.
Reports reaching us indicate
that no active or violent , pro-
tests have occured in Paris upon
release of the news.
It, is said that the emperor's
apparent friendliness to the
Jews began when his victorious
armies reached Egypt and
poised to leap against the Turks
in an effort to liberate Pales-
tine from the Ottoman Empire.
The emperor called upon the
Jews living in Palestine to rise
up against their oppressors and
look, to him as their "protector".
Although his Palestine cam-
paign was not as successful as
other campaigns undertaken by
the brilliant general, it did
much to establish the French
conqueror as a friend to the
NEW YORK, (AJP) — In a
scalding attack on Rabbi Abba
Hillel Silver, Harry Rogoff,
editor-in-chief of the Yiddish
Daily Forward,, editorially
charged the one-time leader of
the Zionist movement and a
prominent figure in reform Jew-
ry, with being "the darling of
the Communist press" and. of
following "the Moscow line of
propaganda."
The Forward editor claimed
that Rabbi Silver's sermons were
"full of poisonous attacks on the
Truman administration and
American world - policy and re-
peat the lie which the Commun-
ists are telling against our
country." It went on to say that
the only newspapers which re-
port Rabbi Silver's sermons fully
are Communist papers.
Rogoff asserted that "Ameri-
can Zionists should be very
happy that they got rid of the
leadership of Rabbi Silver a few
years ago. The state of Israel
should also be thankful because
if Rabbi Silver were today the
leader of the Zionist movement
that movement would be dis-
credited in the eyes of the
American people and would
hurt friendly relationships be-
tween Washington and the gov-
ernment of Israel."
Rabbi Silver, in welcoming
Israeli leaders of the General
Zionist party here, referred to a
"journalistic tramp on the Jew-
ish Daily Forward," but made no
further reference to the strong
attack on his recent sermons.
Rabbi Silver could not be con-
tacted for further comment.
Several weeks ago he was re-
ported as a featured _speaker at
a testimonial dinner honoring
Dr. W. E. B. DuBois, an indicted
left-winger. Rabbi Silver an-
nounced he would not appear at
the affair several days before its
scheduled meeting.

An Indian immigrant, Avraham Itzak, and his family of 13
children rates a check from the Israel government for 100 Israeli
pounds. This amount is given every family with over ten children.
Itzak, 50-years-old, from Baghdad, was imprisoned there with his
eldest son for Zionist activities. He vowed that some day no one
less than_Ben-Gurion would act as sandek at the Brith Milah of-
one of his children. Photo on the left shows that his dream was
realized.

Arab Death Sentences
TEL AVIV, (JTA)—The death
sentences of two Arabs held in
Tel Aviv prison were commuted
by President Chaim Weizmann
to life imprisonment. Three
other prisoners under sentence
of death are on a hunger strike
in protest against delays in the
final determination of their
fate. All three are Arabs.
Imposition of the death sen-
tences was delayed pending a
final decision by the govern-
ment on the abolition of the
death penalty in Israel. Legis-
lation to abolish the death pen-
alty is now under consideration
by a Cabinet committee. The
Cabinet recently instructed the"
committee to speed up prepara-
tion of legislation necessary to
abolish capital punishment.
New York Group Breaks
With Pro-Communist SSEU
NEW YORK—The Federation
of Jewish Philanthropies joined
the expanding list of Jewish
organizations refusing to recog-
nize the pro-Communist SSEU
as collective bargaining agent
for its employees in its central
office. Ralph Samuel, president
of the Federation, announced
that relations with SSEU would
be severed upon expiratiOn of
the contract in June.
NISSON HAGEL
first mistake, in a hate-ridden
Europe during the autumn of
1941, was being a Jew. The sec-
ond shortcoming was the half-
starved Hagel's inability to dig
ditches fast enough for a sad-
istic guard.
Hagel's ordeal began with the
stinging torrent of pain as a
shovel in the hands of an SS
trooper slammed across his face
causing total blindness. It end-
ed recently when Hagel assum-
ed the directorship of the unique
_village of the Blind near Ged-
era. With his seeing eye dog,
Hagel is helping 61 blind Jew-
ish famili6s understand the dif-
ficult world of darkness into
which fate has plunged them.
More than that, the erstwhile
barrister is showing them the
road to useful life; to help pay
their way by manufacturing use-
ful wares.
After liberation Hagel lived in
a displaced persons camp in
Germany. He married and now
has a tour-year-old daughter.
The blind man and his little
family wished to emigrate to Is-
rael but until recently his sight-
less eyes presented a serious
problem. But the Joint Distri-
bution Committee found a so-
lution. Arrangements were made
for a guide dog for Hagel of the
type made famous by the See-
ing Eye Dog Foundation in the
U.S.
Every day for weeks' thebig
black cross-bred German Shep-
herd Doberman Pinscher,.Prince,
could be seen morning and
night with Hagel, walking-
through the -streets of Munich
with an instructor folloWing a
few yards behind to make sure
that everything went smoothly.
Then came the establishment
of Malben, .a welfare program
in Israel to provide special care
and rehabilitation services to
hard core immigrants in Israel.
The most spectacular project in
this new welfare program is the
Village of the Blind at .Gedera,
and a man was needed to direct
it.
Today, he, his wife, and his
charming red-haired daughter
he has never seen, and Prince,
his inseparable companion, are
a busy, active family. His first
six months in Israel were spent
in preparing himself for his
new job. He studied Hebrew. He
learned mattress making,
broom-making, and all the other
trades through which the blind
families of Gedera support
themselves.
Much of the success of this
village for the Blind at Gedera,
is owing directly to the under-
standing, intelligence, and pa'-
tience of Nisson Hagel, a man
the long darkness of night could
not frighten nor deter from a
useful life.
