Practices Commission in Con-
gress with the hope that it
wasn't necessary since he
thought he could institute a
partial FEPC plan by setting up
the commission out of funds
supplied as his Emergency De-
fense Fund of $10,000,000.
By requiring by executive
order that all defense orders
add the stipulation that a Fair
Employment Practices clause be
included in each and every con_
tract to private businesses, it
would not be necessary now to
stir up a tremendous fury in
Congress when other questions
of the national emergency need
settlement.

Accused of Unfairness
Armistice Commission
Settles Border Fight
JERUSALEM, (JTA)-The Is-
rael-Jordan mixed armistice
commission announced a peace-
ful settlement of the incident
which broke out on Friday in
the Arabuna region, eight miles
west of Beisan, between Arab
shepherds a n d Israel border
patrols.
The two-hour gun battle in
the Arabuna region started
when Arab villagers from the
disputed "triangle" area - an
area reaching from the Jordan
frontier through Nabulus and
Jenin to tulkarein - began to
graze their cattle on border land
claimed by Israel.
After weeks of mounting ten-
sion between Israel and Jordan,
marked by border forays, shoot-
ing, rapine and pillage and the
virtual collapse of the Mixed
Armistice Commission, a series
of lightning agreements cleared
the atmosphere this week in
what Col. Bennet de Ridder, UN
chairman of the commission
called the greatest progress in
a year.
The first major development
was settlement of the Wadi
Araba dispute. Previously, Jor-
dan insistance that this dispute
be settled on Jordan's terms had
brought the commission to a
complete standstill. A series of
i n f or m a l meetings, however,
paved the way for an agree-
ment under which Jordan con-
trol of a section of the disputed
territory in the southern Negev
- including a stretch of the
Beersheba-Eilath road - was
confirmed without prejudice to
Charges that the national
leadership of the American Jew-
ish Congress had "violated basic
American principles of due
process" were leveled by James
Lawrence Fly, former Federal
Commun i c a t i o n s Chairman,
counsel for Manhattan Division
of the Congress.
The attack was made shortly
after Manhattan Division of fi_
cials and members, on advice of
Mr. Fly, had walked out of a
hearing at the Stephen S. Wise
Congress House, 15 E. 84th St.,
New York, where executive com-
mittee charges against the di-
vision were to be presented.
The withdrawal followed the
resignation less than two weeks
before of Bronx County Judge
Harry Stackell as chairman of
the hearing committee. Judge
Stackell, president of the Bronx
Council of American Jewish
Congress, refused to conduct the
hearing of charges against Man-
hattan Division when the na-
tional AJC leadership made it
clear that they would not permit
the trial to be conducted in ac-
cordance with fair standards,
according to the report.

Mr. Fly had sharply raised a
demand "for particularization of
the vague and general charges,
so that we may know who is
accused, with what they are
charged, and have information
from which we can adequately
